This will include everything that is current. We recommend that you \u2018bookmark\u2019 or save this webpage as a \u2018favourite\u2019 so you can easily refer to it.<\/p>\n<ul class=\"accordion \" data-accordion data-allow-all-closed=\"true\" data-multi-expand=\"true\" ><li class=\"accordion-item\" data-accordion-item>\r\n<a href=\"#mac1\" id=\"head1\" role=\"tab\" class=\"accordion-title\" aria-controls=\"mac1\">Summer Headcount Task Guidance <\/a><div id=\"mac1\" aria-labelledby=\"head1\" class=\"accordion-content\" data-tab-content><div class=\"targetclass\" >\n<p>The summer headcount tasks are now available with a deadline of <strong>23.59 on Sunday 17<sup>th<\/sup> May 2026.<\/strong><\/p>\n<p><strong>The Summer funding period is from 1<sup>st<\/sup> April 2026 to 31<sup>st<\/sup> August 2026.<\/strong><\/p>\n<p>If you claimed hours for 1<sup>st<\/sup> to 3<sup>rd<\/sup> April on your spring headcount or amendment task, these hours must be deducted from the first week of your summer funding claim.<\/p>\n<p>There are several bank holidays within the summer funding period. As per our <a href=\"https:\/\/www.devon.gov.uk\/eycs\/document\/provider-agreement\/\">provider agreement<\/a>, you are able to claim funding for bank holidays if you are open and providing childcare. If you are not open, you should reduce your claim for children that would usually attend, unless you are able to offer the hours elsewhere during that week, and reduce parent fees, or offer them within the summer funding period (up to a maximum of 15\/30 hours per week).<\/p>\n<p><strong>Headcount week is 3<sup>rd<\/sup> to the 9<sup>th<\/sup> May 2026<\/strong>. If you are closed on Monday 4<sup>th<\/sup> May (bank holiday) the \u2018hours attended in headcount week\u2019 should be the child\u2019s usual attendance had it not been a bank holiday and the termly claim should be amended accordingly (unless you are able to offer the hours elsewhere).<\/p>\n<p><strong>The 570 hours remaining report<\/strong> will be issued via the provider portal shortly. If a child has hours remaining, they can use these in the summer funding period as long as they do not exceed 15\/30 hours (as applicable) in any week or more than 10 hours per day (as per the DfE framework). Providers have the flexibility to offer and maximise the funding for parents if they have empty spaces and can offer additional hours\/days.<\/p>\n<p>If a child is sharing funding with another provider, you <strong>must<\/strong> follow our <a href=\"https:\/\/eur02.safelinks.protection.outlook.com\/ap\/w-59584e83\/?url=https%3A%2F%2Fdevoncc.sharepoint.com%2F%3Aw%3A%2Fs%2FPublicDocs%2FEducation%2FEQrCAlHfalZDirApx3GDyQsB5RkhFbMsG5vpw6vLQPsvaQ%3Fe%3Dbt2zaE.&amp;data=05%7C01%7Clouise.smith%40devon.gov.uk%7Cc6251d05de4a400cef1008dbd55eaf72%7C8da13783cb68443fbb4b997f77fd5bfb%7C0%7C0%7C638338374875482917%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=rcPTKumlSz7qBb5t9yZO2ojA2tDf1MlxOvZio4Ibkt8%3D&amp;reserved=0\" rel=\"noopener\">Provider process for children sharing early years funding (headcount)<\/a> and ensure any claim does not exceed the hours remaining. Any claims that exceed the hours remaining on the 570 report will be reduced and there will be an administration charge. Please ensure that you check your total termly claims before submitting.<\/p>\n<p><strong>Please note that you must submit <u>all<\/u> your headcount tasks, even if you do not have any funded children in a particular age group. This is a condition of funding as per our provider agreement.<\/strong><\/p>\n<h4><strong><u>Completing the headcount task\/s<\/u><\/strong><\/h4>\n<ul>\n<li>Please ensure the correct start date is recorded for any new children as it will automatically default to 1st April 2026.<\/li>\n<li>Please note that if you added any new children to the spring amendment task\/s in preparation for them becoming funded from summer, you will not be able to amend\/change their start date.<\/li>\n<li><strong>For under 2s, and 2-year-old funded children that are entitled to the working entitlement funding <\/strong>you will need to enter your weekly hours\/hours claimed for the funding period in the \u2018working entitlement\u2019 columns.<\/li>\n<li><strong>For 2-year-olds that are entitled to the \u2018targeted\/families receiving additional support (FRAS\/ELF2)\u2019 funding<\/strong>, you will need to enter your hours claimed for the funding period in the \u2018targeted\/universal\u2019 columns.<\/li>\n<li><strong>For 2-year-olds that are entitled to both the \u2018targeted\/families receiving additional support (FRAS\/ELF2)\u2019 and \u2018working entitlement\u2019 funding <\/strong>hours should be recorded in all four columns<strong>. <\/strong>Please maximise the funding in the \u2018targeted\/universal\u2019 columns first and add any balance of hours (if applicable) to the \u2018working entitlement\u2019 columns.<\/li>\n<li><strong>For 3- &amp; 4-year-olds that are eligible for the \u2018universal funding\u2019 only, <\/strong>not the working entitlement (extended hours), please record the hours in the universal columns.<\/li>\n<li><strong>For 3- &amp; 4-year-olds, who are also eligible for the \u2018working entitlement\u2019<\/strong> please record hours in all four columns as follows:<\/li>\n<\/ul>\n<p>Weekly and termly hours should be split 50\/50 and half recorded in the \u2018universal\u2019 column and the other half in the \u2018working entitlement\u2019 column. For example, a child claiming 30 hours per week &amp; 400 hours for the funding period, would be recorded as 15 hours in both weekly \u2018universal\u2019 and \u2018working entitlement\u2019 columns and 200 hours in both \u2018universal\u2019 and \u2018working entitlement\u2019 hours for the funding period columns.<\/p>\n<p>Weekly hours can be claimed in multiples of 0.25 but this cannot be split across the weekly columns, for example, a child claiming 14.25 hours per week would be recorded as 7.25 hours in \u2018universal\u2019 and 7 hours in \u2018working entitlement\u2019.<\/p>\n<p>Your total termly hours for the funding period must be in multiples of 0.5 hours. If the child has a total of 242.5 hours for the funding period, you cannot record 121.25 in each column. Please record 121.5 in the universal column and 121 in the working entitlement column.<\/p>\n<h4><strong><u>Please remember<\/u><\/strong><\/h4>\n<ul>\n<li>There must be a \u2018WE\u2019 icon in the funding column to allow hours to be entered into the working entitlement fields.<\/li>\n<li>If there is no \u2018WE\u2019 icon, please ensure that you have run a check on the code, that the child is entitled to the funding for summer as per their eligibility dates and the details i.e. name\/date of birth used to run the code check match the task. You may need to add the working entitlement code to the child\u2019s record on the task by clicking on the \u2018edit child details\u2019 button to the left of their name.<\/li>\n<li>If a parent has been issued with a temporary working entitlement code (begins \u201811\u2019) then you need to ensure the correct code is being used for the correct term. Temporary codes do not get renewed and will change when the parent reconfirms. You must ensure that the correct working entitlement code is showing against the child\u2019s record on the task. You can do this by clicking on the \u2018edit child details\u2019 button to the left of their name.<\/li>\n<li>You cannot run a check on a targeted\/families receiving additional support (FRAS\/ELF2) 2-year-old funding code. You need to ensure that you have seen evidence of eligibility which will also contain the earliest date that the child can take up the funded place. Once you have seen this, you can claim funding in the usual way. We do suggest that you keep a copy on file in case of any query.<\/li>\n<li>If the child has moved from, or sharing hours with another setting, you <strong>must <\/strong>contact the other provider and confirm their pattern of attendance, total hours claimed for summer and leaving date if appropriate including notice period (up to 4 weeks allowed for funding).<\/li>\n<li>For children that are sharing funding, you must follow our <a href=\"https:\/\/eur02.safelinks.protection.outlook.com\/ap\/w-59584e83\/?url=https%3A%2F%2Fdevoncc.sharepoint.com%2F%3Aw%3A%2Fs%2FPublicDocs%2FEducation%2FEQrCAlHfalZDirApx3GDyQsB5RkhFbMsG5vpw6vLQPsvaQ%3Fe%3Dbt2zaE.&amp;data=05%7C01%7Clouise.smith%40devon.gov.uk%7Cc6251d05de4a400cef1008dbd55eaf72%7C8da13783cb68443fbb4b997f77fd5bfb%7C0%7C0%7C638338374875482917%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=rcPTKumlSz7qBb5t9yZO2ojA2tDf1MlxOvZio4Ibkt8%3D&amp;reserved=0\" rel=\"noopener\">Provider process for children sharing early years funding (headcount)<\/a><\/li>\n<li><strong>Please collect and add parent\/carer data <\/strong>for all children listed on your summer headcount task who are not listed on a previous EYPP report (issued via the Provider Portal).<\/li>\n<li><strong>As per our provider agreement we\u00a0cannot\u00a0fund decimal claims. <\/strong>A weekly claim can be in multiples of 0.25 hours (15 minutes). The total funding period must be claimed in multiples of 0.5 hours. If there is an odd number of weeks, your total claim for the funding period must be reduced to the nearest 0.5 hour (half hour\/ 30 minutes). Data changes will be subject to an administrative charge.<\/li>\n<li><strong>You must refer to the 570 report that will be issued via the provider portal to confirm the hours remaining for the summer funding period.<\/strong> If your claim exceeds the hours remaining it will be automatically reduced and will be subject to an administrative charge as per our provider agreement.<\/li>\n<\/ul>\n<p><strong>The deadline for submissions is 23.59 on Sunday 17th May 2026. <\/strong><\/p>\n<p><strong>Please note that our Early Years Funding Helpdesk is open from 9.00am until 4.00pm Monday to Friday and we are only able to provide support during these times. <\/strong><\/p>\n<h4><strong>Frequently asked questions:<\/strong><\/h4>\n<p><strong>Can we claim 30 hours if a 2-year-old funded child is entitled to targeted\/families receiving additional support (FRAS\/ELF2) and working entitlements?<\/strong><\/p>\n<p>Yes, if a child is eligible for both the targeted\/families receiving additional support (FRAS\/ELF2) and working entitlement you can claim up to 30 hours per week.<\/p>\n<p><strong>How do I record the funding if a 2-year-old child is entitled to the targeted\/families receiving additional support (FRAS\/ELF2) and working entitlements?<\/strong><\/p>\n<p>Hours should be recorded in all four columns<strong>. <\/strong>Please maximise the funding in the \u2018targeted\/universal\u2019 columns first and add any balance of hours (if applicable) to the \u2018working entitlement\u2019 columns.<\/p>\n<p><strong>\u00a0<\/strong><strong>Why are the working entitlement boxes not available for my 2-year-old claim?<\/strong><\/p>\n<p>The working entitlement boxes will not appear if there isn&#8217;t an \u2019WE\u2019 icon in the funding column on the task. Please ensure that you have run a check on the working entitlement code and that it is eligible for the summer funding period by looking at the eligibility dates or the \u2018earliest start date for working entitlement funding\u2019 in review previous checks.<\/p>\n<p>If you have run a check, and the child is eligible, please click on the \u2018edit child details\u2019 to the left of the child\u2019s name on the task and enter the working entitlement code into the relevant field. Once you have saved the changes, the \u2018WE\u2019 icon should appear in the funding column and allow you to enter the hours on to the task.<\/p>\n<p>Please note that when you run a Working Entitlement code check and select \u2018Check new child,\u2019 the code will not automatically be added to child\u2019s details on the headcount task.<\/p>\n<p><strong>When I enter 20 hours on the 3- &amp; 4-year-old task it is imputing 15 hours in the Universal column and 5 hours in the Working Entitlements column, it is not splitting it 50%?<\/strong><\/p>\n<p>You will have to overtype the weekly hour fields and record 50% of the weekly hours in each column for universal and working entitlements.<\/p>\n<\/div><\/div><\/li>\n<ul class=\"accordion \" data-accordion data-allow-all-closed=\"true\" data-multi-expand=\"true\" ><li class=\"accordion-item\" data-accordion-item>\r\n<a href=\"#mac1\" id=\"head1\" role=\"tab\" class=\"accordion-title\" aria-controls=\"mac1\">Monthly Payment Schedule <\/a><div id=\"mac1\" aria-labelledby=\"head1\" class=\"accordion-content\" data-tab-content><div class=\"targetclass\" >\n<p>Further to your feedback and our review of monthly funding payments, we can confirm that the responses showed a preference for <strong>option 1<\/strong>, that we continue with our current process.<\/p>\n<p>This option also included a payment schedule so that the dates were clear and transparent as they do vary each month depending on weekends and bank holidays.\u00a0 We also said that we would stick with the schedule going forward as in the past there have been occasions where we have been able to process payments slightly earlier and we feel that this may have caused some confusion if the following month the payment was processed on the deadline date.<\/p>\n<p>However, some further feedback from providers suggest that they were happy with the existing payment schedule and happy to receive payments earlier. These schools will receive their termly funding as per the amendment task payment schedule.<\/p>\n<\/div><\/div><\/li>\n<li class=\"accordion-item\" data-accordion-item>\r\n<a href=\"#mac2\" id=\"head2\" role=\"tab\" class=\"accordion-title\" aria-controls=\"mac2\">Statutory Guidance - April 2026 <\/a><div id=\"mac2\" aria-labelledby=\"head2\" class=\"accordion-content\" data-tab-content><div class=\"targetclass\" >\n<p>On Monday 9th February 2026 the Department for Education released the\u00a0<a href=\"https:\/\/www.gov.uk\/government\/publications\/early-education-and-childcare--2\/early-education-and-childcare-valid-from-1-april-2026\" rel=\"noopener\">Statutory Guidance Early education and childcare (valid from April 2026).<\/a><\/p>\n<p>Local authorities have a legal duty to ensure that early years funded providers meet the requirements of the statutory guidance and that parents access the entitlements in the spirit that they are intended.<\/p>\n<p><span class=\"TextRun SCXW29232685 BCX8\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW29232685 BCX8\">We are working through the document and will be making the necessary changes to our Provider Agreement in due\u00a0<\/span><span class=\"NormalTextRun ContextualSpellingAndGrammarErrorV2Themed SCXW29232685 BCX8\">course<\/span><span class=\"NormalTextRun SCXW29232685 BCX8\">\u00a0and this will include the changes\u00a0<\/span><span class=\"NormalTextRun SCXW29232685 BCX8\">regarding<\/span><span class=\"NormalTextRun SCXW29232685 BCX8\">\u00a0the Ofsted inspection outcomes.<\/span><\/span><span class=\"EOP SCXW29232685 BCX8\" data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p>There is more detail in the Charging Section\u00a0from A1.31\u00a0and we now have a Transparency Section\u00a0A1.39\u00a0which supports the requirements for January 2026\u00a0as detailed in 2025.<\/p>\n<p>We know providers have been making changes to their funding models, reviewing their private hourly fees, updating charging policies for Chargeable Extra\u2019s, and moving to itemised invoices to ensure they are compliant for January 2026.<\/p>\n<p>Providers must have a clear offer of where funded time can be accessed, what Chargeable Extras are provided and what options there are for parents that are unable or unwilling to pay.<\/p>\n<p>We know that this has presented some challenges for some providers but thank you for your co-operation.<\/p>\n<\/div><\/div><\/li>\n<li class=\"accordion-item\" data-accordion-item>\r\n<a href=\"#mac1\" id=\"head1\" role=\"tab\" class=\"accordion-title\" aria-controls=\"mac1\">Parent Queries and Complaints <\/a><div id=\"mac1\" aria-labelledby=\"head1\" class=\"accordion-content\" data-tab-content><div class=\"targetclass\" >\n<p>Over the past 12 months, we have seen a considerable increase in parent queries and complaints relating to the funding offer and chargeable extras.\u00a0\u00a0Some of these queries were simply where information provided was not clear and transparent.\u00a0\u00a0We have worked closely with a number of providers in Devon and reviewed funding models, charging policies and parent communications to ensure providers are meeting the requirements of the Statutory Guidance.\u00a0\u00a0We have seen some positive changes to the funding offers that enables parents to access more funded hours which is making a real difference to families in Devon.\u00a0\u00a0Websites and policies have been updated so that parents understand what is available.<\/p>\n<p>However, having options for parents who do not want to access Chargeable Extras has been more challenging for providers, especially when it comes to food and activities.<\/p>\n<p>It was felt that some of the options that were being offered by some providers were not reasonable and designed to make it difficult for parents to opt-out. They reported feeling pressurised into accessing and paying the charges which the DfE state must be voluntary.<\/p>\n<p>We have explored\u00a0various options\u00a0with\u00a0numerous\u00a0providers and after discussions with Devon colleagues, senior managers, and other LA\u2019s,\u00a0we feel it is important for us to expand and clarify\u00a0charges\u00a0in our Provider Agreement\u00a0as per A1.35:<\/p>\n<blockquote><p>Providers should be mindful of the impact of charges on families, particularly the most disadvantaged. Providers who choose to offer the free entitlements are responsible for setting a policy on providing parents with options for alternatives to additional charges. This policy must offer reasonable alternatives that allow parents to access the entitlement for free, including allowing parents to supply their own, or waiving the cost of these items.<\/p><\/blockquote>\n<p>Therefore, providers in Devon have two options for parents that want to opt out of food.<\/p>\n<p>You can either:<\/p>\n<ul>\n<li>Allow parents to bring in a packed lunch or<\/li>\n<li>Provide children with your food offer free of charge<\/li>\n<\/ul>\n<h4><strong>Packed lunches<\/strong><\/h4>\n<p>You can set a packed lunch policy with foods you\u2019d expect to be provided for the time a child is with you.\u202f List foods that should be included for each meal\/snack and what is not allowed due to allergies.\u202fYou may want to reheat homecooked meals, you may not.\u202fYou may ask parent to include an ice pack if you don\u2019t have refrigerator space. Your packed lunch policy must be reasonable. This option comes with no cost to the setting but does require more considerations with allergies, storage and content.<\/p>\n<h4><strong>Waive fees<\/strong><\/h4>\n<p>Our funding formula includes a universal deprivation supplement on every funded hour. This funding can be used to offer a free lunch.\u202f This may appear to be a suitable option if your parent requests have been low but do consider if this is financially manageable if more parents start to opt out. This option does enable the setting to continue operating lunches in the normal way but does need to be costed. You could do this as a temporary measure if requests are low and rethink the packed lunch options if requests increase.<\/p>\n<p>We can confirm that it is not considered reasonable or acceptable to request:<\/p>\n<ul>\n<li>Cooked meals only to be reheated<\/li>\n<li>Hot food to be provided and remain hot in a flask for mealtimes<\/li>\n<li>Foods or meals that match the settings menu or meal plan<\/li>\n<li>Shop bought items in original packaging<\/li>\n<li>Ingredients or shopping lists of food items that parents must supply<\/li>\n<li>Parents to drop off meals at a different time to when the child arrives at the setting.<\/li>\n<\/ul>\n<p>As part of our work with providers, some are reporting that they are waiving fees for children who are in receipt of the targeted 2-year-old funding (FRAS) or Early Years Pupil Premium. Some of these families may have returned to work after qualifying for these funding streams and do not lose eligibility. Other children could be in foster care where foster parents are paid an allowance that includes food or a child that has been adopted and their parents are not financially disadvantaged and could afford to pay for Chargeable Extras. Working parents who may qualify for the working entitlements are often not considered disadvantaged but could be more in need. We recommend that providers who have such a policy, urgently review the removal of additional charges to just these targeted families and consider all children and families that are in the setting.<\/p>\n<p>Other feedback in relation to packed lunches are concerns relating to allergies, but this is not a reason to not allow packed lunches.\u202f There are early years settings that have a mixture of packed lunches and cooked lunches, and next week we hope to share how they manage allergies at mealtimes that will hopefully support settings with their lunch plans. If you are a provider allowing packed lunches whilst managing allergies in your setting, and you\u2019d like to share your practices, that would be appreciated.<\/p>\n<\/div><\/div><\/li>\n<li class=\"accordion-item\" data-accordion-item>\r\n<a href=\"#mac6\" id=\"head6\" role=\"tab\" class=\"accordion-title\" aria-controls=\"mac6\">Reminders of other requirements of the Statutory Guidance <\/a><div id=\"mac6\" aria-labelledby=\"head6\" class=\"accordion-content\" data-tab-content><div class=\"targetclass\" >\n<p>For consistency, the DfE have the Chargeable Extras template. You cannot have a single daily charge and must set your fees under the following three headings:<\/p>\n<ul>\n<li>Food: \u2013 meals, snacks, drinks<\/li>\n<li>Consumables: \u2013 nappies, wipes, sun cream etc<\/li>\n<li>Activities:\u00a0\u2013\u00a0yoga, French,\u00a0outings\u00a0or events<\/li>\n<\/ul>\n<p>These charges are voluntary and cannot be a condition of a child being offered a funded space.<\/p>\n<p>You do not have to cost each individual meal\/snack within your food charge, but you may have different charges for different ages, or if children are coming for different funded session times (depending on your model).\u00a0\u00a0For example, a child doing an afternoon session would only access tea and not breakfast or lunch. The food charge would reflect what is provided within that session.<\/p>\n<p>Parents must be able to purchase the Chargeable Extras they require, and this should be done as a termly arrangement. They can choose to access the food offer but not the Consumables or Activities.\u00a0\u00a0There cannot be a requirement that parent\u2019s access all or nothing.<\/p>\n<p>If parents opt out of any Activities charge, the child must be offered an appropriate alternative EYFS activity.\u202fYou must consider how you manage this within a room or across the setting depending on the number of children in each age range and the number of families that opt out.<\/p>\n<p>Over the last 18 months there have been numerous Ombudsman reports and court cases where parents are not being offered their funded entitlements as intended and the LA has a duty to ensure Government Funding is allocated to providers that are compliant and meeting the requirements of the Statutory Guidance. The outcomes of investigations have resulted in LA\u2019s being required to repay parent fees that have been charged, and LA\u2019s recovering those payments from providers.<\/p>\n<p>We\u00a0don\u2019t\u00a0want Devon providers to be in this position and want to support you to make any necessary changes to be compliant.<\/p>\n<h4><strong>Requirements for January 2026<\/strong><\/h4>\n<p>As per the Statutory Guidance of 2025,\u00a0providers were advised of new\u00a0requirements that needed to be implemented by January 2026.<\/p>\n<h4><strong>Itemised invoicing<\/strong><\/h4>\n<p>Providers must have itemised invoices that allow parents to see that they have received their child\u2019s entitlement hours completely free of charge and understand that any fees paid are for additional hours or optional chargeable extras.\u00a0\u00a0Invoices and receipts should include the provider\u2019s full details so that they can be identified as coming from a specific provider.<\/p>\n<p>Providers\u00a0must break down their charges and fees\u00a0separately into:<\/p>\n<ul>\n<li>the free entitlement hours<\/li>\n<li>additional private paid hours<\/li>\n<li>food charges<\/li>\n<li>non-food consumables charges<\/li>\n<li>activities charges<\/li>\n<\/ul>\n<p>If due to software suppliers this is delayed, it is acceptable for this level of detail to be included in the parent contract that confirms the total weekly charge and how that is calculated for any invoices.<\/p>\n<h4><strong>Transparency<\/strong><\/h4>\n<p>The costs of chargeable extras must be published on provider websites or, where they do not have a website, on local authority Family Information Services. These should be clear, up-to-date and easily accessible to parents, to enable parents to make an informed choice. They should set out, for each setting, the amounts for all chargeable extras listed, as well as the pattern of hours that parents can take the entitlements.<\/p>\n<p>The statutory guidance say that local authorities may exempt childminders and providers caring for 10 or fewer children at any one time. This is for parents that meet the minimum income requirements of 16 hours a week at the National Minimum Wage, or who have a carers role.<\/li>\n<li>The <strong>targeted 2-year-old funding<\/strong> is up to 15 hours per week. This is for non-working, or low-income households, who are also in receipt of a qualifying benefit, for children who are in care or who have left care subject to an adoption, special guardianship or child arrangement order, for children that are in receipt of Disability Living Allowance (DLA) or children who have an Education, Health Care Plan (EHCP).\u00a0Targeted 2-year-old funding has previously been referred to as disadvantaged 2-year-old funding or 2gether funding in Devon.<\/li>\n<\/ul>\n<p>The DfE have recently updated their terminology and have started to refer to \u2018targeted\u2019 2-year-old funding as \u2018Families Requiring Additional Support\u2019 (FRAS) and in the coming months we will be updating our systems and guidance to reflect this change. You will need to run a check on the code using the parent\u2019s national insurance number via the provider portal to confirm if it is eligible for the relevant funding period.<\/li>\n<li>If a family advises that they are entitled to 2-year-old funding (FRAS), and applied via Devon County Council, \u00a0they would have been issued with a TYF878 code. They will need to show you written confirmation to confirm eligibility, and this will also show the earliest date that they can take up the funded place. You cannot run a check on this code, or add it to a task, you just need to see the evidence (the code alone is not sufficient).
