Consultation: changes to provision of specialist Resource Bases in maintained mainstream schools

Devon County Council is reviewing the provision of special educational needs (SEN) resource bases in mainstream schools.

Inclusive education is one of the priorities in Devon’s Special Educational Needs and Disabilities (SEND) Strategy.  To promote inclusion, we want to have specialist skills and expertise within all mainstream schools.  There has been a shift in parental preference for support within the local school or setting.  By making changes to our resource base provision, we will be able to provide an equitable service for children and young people across the county and this will mean targeted and/or specialist support is available locally to meet the needs of a child or young person.

We are consulting on:

  • the closure of the Speech and Language Resource Base at Newtown Primary School, Exeter and
  • the closure of the Hearing Impairment Resource Base at East-the-Water Primary School, Bideford.

There are currently no children attending the resource bases at either Newtown Primary or East-the-Water Primary Schools and no children will be displaced if the closures are approved.

Outreach support will be provided locally and full details are available in the consultation document, available on-line via:

We welcome responses on these proposals and the closing date for responding to the consultation is 5pm on 22 February 2019.
