{"id":2891,"date":"2022-07-22T12:30:24","date_gmt":"2022-07-22T11:30:24","guid":{"rendered":"https:\/\/www.devon.gov.uk\/equality-2\/?page_id=2891"},"modified":"2025-08-01T11:54:29","modified_gmt":"2025-08-01T10:54:29","slug":"equality-diversity-and-inclusion-by-design","status":"publish","type":"page","link":"https:\/\/www.devon.gov.uk\/equality\/guidance\/position-statements\/equality-diversity-and-inclusion-by-design","title":{"rendered":"Equality, Diversity and Inclusion by Design"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\">Position Statement<\/h2>\n\n\n\n<p>July 2022<\/p>\n\n\n\n<p>Public Authorities will be familiar with \u2018digital by default\u2019 or \u2018digital by design\u2019 which is about <strong>making services so easy to access online that it becomes the natural place for people to go to<\/strong>; a plan of the UK government since 2010.&nbsp;It requires organisations to design communications and customer services around digital access from the start.<\/p>\n\n\n\n<p><strong>The <a href=\"https:\/\/www.devon.gov.uk\/equality\/our-commitment\/equality-reference-group\/\">Equality Reference Group<\/a> request Public Authorities to also apply an \u2018Equality, Diversity and Inclusion by design\u2019 approach to their work.<\/strong><\/p>\n\n\n\n<p>Giving due regard to equality, diversity and inclusion (EDI) is fundamental to social and environmental wellbeing, resilience and prosperity for all, it is enshrined in the Public Sector Equality Duties (Equality Act 2010) and should be a core part of the work of Public Authorities.<\/p>\n\n\n\n<p>\u2018Giving due regard\u2019 is about having a <strong>conscious<\/strong> state of mind for that subject.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>If it\u2019s not in your THINKING<\/p>\n\n\n\n<p>It won\u2019t result in ACTION<\/p>\n\n\n\n<p>It won\u2019t be visible in your COMMUNICATIONS and natural BEHAVIOUR<\/p>\n<\/blockquote>\n\n\n\n<p>In many instances, the Equality Reference Group do not yet see Public Authorities taking an \u2018EDI by design\u2019 approach.<\/p>\n\n\n\n<p>It\u2019s not that Public Authorities are actively causing disadvantage or discrimination, but that they are not considering the duty to advance equality of opportunity enough. This duty requires Public Authorities to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Remove or minimise disadvantage<\/li>\n\n\n\n<li>Meet people\u2019s needs<\/li>\n\n\n\n<li>Take account of disabilities<\/li>\n\n\n\n<li>Encourage participation in public life.<\/li>\n<\/ul>\n\n\n\n<p>In practice this means including equality considerations and involving people right from the start. This is already a best practice requirement of Equality Impact Assessment. Considerations should include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Intersectionality*<\/strong> &#8211; for example, when developing strategies for young people to think about young people in terms of other protected characteristics (ethnic diversity, disability, religion\/belief LGBT+ and gender\/sex) and how they may inter-relate. When developing strategies for carers, to think about LGBT+ carers, male carers, disabled carers, carers with diverse cultures, faiths and ethnicities \u2013 not just along the lines of age and responsibility such as \u2018parent, child, adult\u2019.<\/li>\n\n\n\n<li><strong>\u2018Nothing about us without us\u2019<\/strong> \u2013 engaging people with protected characteristics, particularly those who are marginalised or minoritised, early in the design; considering ways of reaching out to boost involvement of under-represented people.<\/li>\n\n\n\n<li>Building <strong>equality and<\/strong> <strong>diversity monitoring<\/strong> into data collection exercises (surveys and consultations, service usage monitoring).<\/li>\n\n\n\n<li>Ensuring <strong>visibility<\/strong> of EDI in communications and reports.<\/li>\n<\/ul>\n\n\n\n<p><strong>\u2018Intersectionality\u2019<\/strong> is the combination of elements that make up a person&#8217;s life experience, including but not limited to: age, disability, gender reassignment, race, religion or belief, sex, sexual orientation (\u2018protected characteristics\u2019) as well as socio economic factors such as educational attainment, employment and income status, housing and connection (rurality, ICT, transport etc)&#8217;, and other identities such as personality and interests. <a href=\"https:\/\/www.devon.gov.uk\/equality\/guidance\/diversity\/intersectionality\" data-type=\"page\" data-id=\"4233\">Find out more.<\/a><\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Position Statement July 2022 Public Authorities will be familiar with \u2018digital by default\u2019 or \u2018digital by design\u2019 which is about making services so easy to access online that it becomes the natural place for people to go to; a plan of the UK government since 2010.&nbsp;It requires organisations to design communications and customer services around [&hellip;]<\/p>\n","protected":false},"author":300,"featured_media":0,"parent":2887,"menu_order":0,"comment_status":"closed","ping_status":"closed","template":"page-sidebar.php","meta":{"_acf_changed":false,"footnotes":"","_links_to":"","_links_to_target":""},"class_list":["post-2891","page","type-page","status-publish","hentry"],"acf":[],"publishpress_future_action":{"enabled":false,"date":"2026-05-26 08:26:08","action":"change-status","newStatus":"draft","terms":[],"taxonomy":"","extraData":[]},"publishpress_future_workflow_manual_trigger":{"enabledWorkflows":[]},"_links":{"self":[{"href":"https:\/\/www.devon.gov.uk\/equality\/wp-json\/wp\/v2\/pages\/2891","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.devon.gov.uk\/equality\/wp-json\/wp\/v2\/pages"}],"about":[{"href":"https:\/\/www.devon.gov.uk\/equality\/wp-json\/wp\/v2\/types\/page"}],"author":[{"embeddable":true,"href":"https:\/\/www.devon.gov.uk\/equality\/wp-json\/wp\/v2\/users\/300"}],"replies":[{"embeddable":true,"href":"https:\/\/www.devon.gov.uk\/equality\/wp-json\/wp\/v2\/comments?post=2891"}],"version-history":[{"count":4,"href":"https:\/\/www.devon.gov.uk\/equality\/wp-json\/wp\/v2\/pages\/2891\/revisions"}],"predecessor-version":[{"id":4262,"href":"https:\/\/www.devon.gov.uk\/equality\/wp-json\/wp\/v2\/pages\/2891\/revisions\/4262"}],"up":[{"embeddable":true,"href":"https:\/\/www.devon.gov.uk\/equality\/wp-json\/wp\/v2\/pages\/2887"}],"wp:attachment":[{"href":"https:\/\/www.devon.gov.uk\/equality\/wp-json\/wp\/v2\/media?parent=2891"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
