Devon County Council alone engages in commercial activity in external markets to the value of \u00a3460m a year.<\/p>\n<p>Public sector organisations have to be fair, honest, open, transparent and professional in the way they choose and deal with contractors and will always be good payers. Full instructions are available on that site, on the right hand side of the screen, if required.<\/p>\n\n<\/div><\/div><div class=\"single-faq expand-faq\"><h3 id=\"why-is-the-tendering-process-so-formal\" name=\"why-is-the-tendering-process-so-formal\" class=\"faq-question expand-title\">Why is the tendering process so formal?<\/h3><div class=\"faq-answer\" rel=\"why-is-the-tendering-process-so-formal\"><p>The process is run this way to ensure that openness, transparency, fairness and compliance to all appropriate directives and regulations is maintained throughout the whole procedure. It also helps to maintain consistency in the way that all suppliers are treated throughout.<\/p>\n<\/div><\/div><div class=\"single-faq expand-faq\"><h3 id=\"what-is-the-ojeu\" name=\"what-is-the-ojeu\" class=\"faq-question expand-title\">What is the OJEU?<\/h3><div class=\"faq-answer\" rel=\"what-is-the-ojeu\"><p>The OJEU is the \u201cOfficial Journal of the European Union\u201d. If the value of a contract exceeds certain thresholds the council is legally required to advertise the requirement and tender opportunity within the OJEU.<\/p>\n<\/div><\/div><div class=\"single-faq expand-faq\"><h3 id=\"where-do-i-find-out-what-contracts-are-coming-up-for-tender\" name=\"where-do-i-find-out-what-contracts-are-coming-up-for-tender\" class=\"faq-question expand-title\">Where do I find out what contracts are coming up for tender?<\/h3><div class=\"faq-answer\" rel=\"where-do-i-find-out-what-contracts-are-coming-up-for-tender\"><p>All opportunities are advertised on the <a href=\"https:\/\/www.supplyingthesouthwest.org.uk\/\" rel=\"noopener\">Supplying the South West<\/a> procurement portal. Some opportunities will be advertised in relevant trade publications or local or national press. Any opportunities with a value over the EU thresholds will also be advertised in the OJEU.<\/p>\n<\/div><\/div><div class=\"single-faq expand-faq\"><h3 id=\"at-what-point-are-tenders-required\" name=\"at-what-point-are-tenders-required\" class=\"faq-question expand-title\">At what point are tenders required?<\/h3><div class=\"faq-answer\" rel=\"at-what-point-are-tenders-required\"><p>Under Devon County Council\u2019s own code of business conduct the thresholds for tendering are as follows :-<\/p>\n<ul>\n<li>Above \u00a31000 and up to \u00a32500 two oral quotations.<\/li>\n<li>Above \u00a32500 (\u00a35000 for works) and up to \u00a310000 three written quotations.<\/li>\n<li>Above \u00a310000 and up to \u00a350000 three formal quotations to be submitted in writing by a specified time and based on a written specification and award criteria.<\/li>\n<li>Above \u00a350000 and up to the relevant European Union threshold four formal tenders.<\/li>\n<\/ul>\n<p>The European Union has various thresholds for different types of contract and contracting organisation but the main thresholds relevant to Devon County Council are as follows :-<\/p>\n<ul>\n<li>Supplies Contracts\u00a3139,893<\/li>\n<li>Services Contracts\u00a3139,893<\/li>\n<li>Works Contracts\u00a33,497,313<\/li>\n<li>Any contract over these thresholds must be carried out in compliance with all relevant European Union procurement regulations, timescales and be advertised in the OJEU.<\/li>\n<\/ul>\n<\/div><\/div><div class=\"single-faq expand-faq\"><h3 id=\"can-anyone-provide-me-with-training-and-advice-on-how-to-tender-for-council-contracts\" name=\"can-anyone-provide-me-with-training-and-advice-on-how-to-tender-for-council-contracts\" class=\"faq-question expand-title\">Can anyone provide me with training and advice on how to tender for Council contracts?<\/h3><div class=\"faq-answer\" rel=\"can-anyone-provide-me-with-training-and-advice-on-how-to-tender-for-council-contracts\"><p>Devon Procurement Services runs occasional training sessions designed specifically to help suppliers through the tender process. If you have any queries during a specific tender process there are user guides and a question and answer feature available on the <a href=\"https:\/\/www.supplyingthesouthwest.org.uk\/\" rel=\"noopener\">Supplying the South West<\/a> procurement portal.<\/p>\n<\/div><\/div><div class=\"single-faq expand-faq\"><h3 id=\"how-can-i-improve-my-chances-of-being-successful-with-tenders\" name=\"how-can-i-improve-my-chances-of-being-successful-with-tenders\" class=\"faq-question expand-title\">How can I improve my chances of being successful with tenders?<\/h3><div class=\"faq-answer\" rel=\"how-can-i-improve-my-chances-of-being-successful-with-tenders\"><p>The &#8220;<a href=\"https:\/\/www.devon.gov.uk\/economy\/how-to-do-business-with-dcc\">How to do Business with the Council<\/a>\u201d guide will give you information and advice on how to do business with the council. \u00a0The authority will also provide feedback upon request on any tender process you have taken part in whether successful or not to help you in any future tender exercises.<\/p>\n<\/div><\/div><div class=\"single-faq expand-faq\"><h3 id=\"how-is-a-tender-response-evaluated\" name=\"how-is-a-tender-response-evaluated\" class=\"faq-question expand-title\">How is a tender response evaluated?<\/h3><div class=\"faq-answer\" rel=\"how-is-a-tender-response-evaluated\"><p>The evaluation criteria for any tender process is agreed by the project team involved and is\u00a0published within the tender documentation so that all suppliers are\u00a0aware of them. Likely criteria for evaluation of tenders are quality of goods or service, technical merit, aesthetic and functional characteristics, environmental characteristics, after sales service, technical assistance, whole life cost and cost effectiveness.<\/p>\n<\/div><\/div><div class=\"single-faq expand-faq\"><h3 id=\"is-the-council-just-looking-for-the-cheapest-option\" name=\"is-the-council-just-looking-for-the-cheapest-option\" class=\"faq-question expand-title\">Is the council just looking for the cheapest option?<\/h3><div class=\"faq-answer\" rel=\"is-the-council-just-looking-for-the-cheapest-option\"><p><em><\/em>It is extremely rare for a tender to be evaluated on price alone. The method used for evaluating tenders is described as \u201cmost economically advantageous tender\u201d which means that a mixture of quality and price criteria would be used to evaluate all responses. \u00a0These criteria are weighted, dependant on their importance; price is quite often less than 50% of any evaluation.<\/p>\n<\/div><\/div><div class=\"single-faq expand-faq\"><h3 id=\"will-i-need-to-attend-an-interviewpresentation-during-the-tendering-process\" name=\"will-i-need-to-attend-an-interviewpresentation-during-the-tendering-process\" class=\"faq-question expand-title\">Will I need to attend an interview\/presentation during the tendering process?<\/h3><div class=\"faq-answer\" rel=\"will-i-need-to-attend-an-interviewpresentation-during-the-tendering-process\"><p>Dependant on the requirements of the contract it may be considered useful for an interview\u00a0or\u00a0presentation to be part of the process. \u00a0If this is the case full details of the procedure will be provided within the tender documentation. \u00a0Tenderers often find this process useful as this gives them the opportunity to familiarise themselves with the Council\u00a0and its requirements.<\/p>\n<\/div><\/div><div class=\"single-faq expand-faq\"><h3 id=\"who-decides-whom-to-award-a-contract-to\" name=\"who-decides-whom-to-award-a-contract-to\" class=\"faq-question expand-title\">Who decides whom to award a contract to?<\/h3><div class=\"faq-answer\" rel=\"who-decides-whom-to-award-a-contract-to\"><p>An evaluation of all responses will be carried out which will include technical, quality and cost. Once the evaluation has been completed and certain checks have been undertaken an award recommendation report will be written based on the results of the evaluation. Once the award recommendation has been signed off by the appropriate budget holder a formal award letter is sent to the successful tenderer.<\/p>\n<\/div><\/div><div class=\"single-faq expand-faq\"><h3 id=\"if-my-organisation-is-unsuccessful-in-bidding-for-a-contract-will-i-be-told-why\" name=\"if-my-organisation-is-unsuccessful-in-bidding-for-a-contract-will-i-be-told-why\" class=\"faq-question expand-title\">If my organisation is unsuccessful in bidding for a contract will I be told why?<\/h3><div class=\"faq-answer\" rel=\"if-my-organisation-is-unsuccessful-in-bidding-for-a-contract-will-i-be-told-why\"><p>Devon County Council is very keen to work with the market place and will always provide feedback on tender responses whether they are successful or not.
