Minutes from the Previous Meeting<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">1.1 Minutes from the previous meeting agreed as an accurate record.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">1.2 ACTION: Hannah to ask Sarah to circulate an update on the NPPF.<\/p>\n\n\n\n<h2 id=\"2-2-mhclg-update\" class=\"wp-block-heading\">2. MHCLG update<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">2.1 Decisions and announcements are awaited, alongside potential Ministerial changes. The Renters\u2019 Rights Act came into force on 1 May, and High Street Rental Auctions are being connected to the wider High Street Strategy, with an additional \u00a3140m funding identified.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2.2 LGR is expected to continue on its current track, with an announcement anticipated imminently. Partners should prepare for an update within the next few days.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2.3 Devolution is progressing in a similar way, with continued commitment to the policy and a focus on moving work forward where possible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2.4 MHCLG is supportive and keen to help places progress towards becoming Mayoral Authorities and have undertaken initial meetings. ACTION: Chris to share the meeting notes with Mel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2.5 Spatial Development Strategy (SDS) is currently on hold. There is an interplay between SDS geographies and devolution, although the consultation indicated that SDS would not interact with devolution in this way. The CCA has appointed a consultant to undertake preparatory work on governance, stakeholder engagement and related areas, so that once the SDS is confirmed, work can progress as quickly as possible.<\/p>\n\n\n\n<h2 id=\"3-update-on-dtcca-dcc-districts-business-support-project\" class=\"wp-block-heading\">3. Update on DTCCA\/ DCC\/ Districts \u2013 Business Support Project<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">3.1 The aim is to provide a cohesive and consistent business support offer across Devon. UKSPF funding has enabled the design and delivery of a Devon-wide programme.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">3.2 The programme will offer one to six hours of bespoke, tailored support. Delivery will run from August 2026 to March 2027, with the potential to extend to March 2028.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">3.3 Business support in North Devon and Torridge will be delivered through North Devon Plus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">3.4 Learn Devon is working with us to deliver a \u201cPreparing for Owning a Business\u201d workshop. Once participants have completed the workshop, they will be able to progress onto the wider programme.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">3.5 The programme will also coordinate and signpost businesses to wider skills and recruitment support, including localised offers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">3.6 A youth entrepreneurship pathway will be offered, with Learn Devon acting as the provider. The pathway will be tailored and include optional wraparound support, with participants able to graduate onto the Devon-wide programme.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">3.7 A Festival for Business event will take place at the end of September at the Future Skills Centre. A further event in North Devon is being considered for March 2027.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">3.8 ACTION: Include Business Support Project update on the next meeting agenda.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">3.9 Torbay was engaged at the start of the process, and it was agreed that they would develop their own business support programme. ACTION: Patrick to speak to Carl Wyard about any appetite for linking up.<\/p>\n\n\n\n<h2 id=\"4-farmer-collaboration-fund-dtcca\" class=\"wp-block-heading\">4. Farmer Collaboration Fund \/ DTCCA<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">4.1 DEFRA is expected to launch the Farmer Collaboration Fund, and work has been taking place with the CCA and partners in preparation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">4.2 The next step is to bring partners together on 28 July to develop a project plan and begin preparing a bid ahead of the fund\u2019s anticipated launch in early autumn. Partners are asked to signpost any relevant contacts and consider wider farm support programmes, to help develop a joined-up offer across Devon that aligns with DEFRA priorities. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">4.3 There was also reference to the potential involvement of National Landscape Partnerships in the future.<\/p>\n\n\n\n<h2 id=\"5-town-centre-renewal-e-seminar\" class=\"wp-block-heading\">5. Town Centre Renewal E- seminar<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">5.1 A Town Centre Renewal webinar is being developed as part of the coastal and market towns work. This is being delivered in partnership with Power to Change.The event is aimed at stakeholders including councillors, public sector officers, local businesses and community groups working in and around town centres. The webinar will take place on 6th October, 10am\u201312pm. ACTION: Keir to circulate the flyer to all attendees. All attendees to cascade the flyer through their networks and join the event where possible.<\/p>\n\n\n\n<h2 id=\"6-aob\" class=\"wp-block-heading\">6. AOB<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">6.1 SDS workshops will take place over the next six to eight weeks. On the basis that all areas are expected to have a good growth fund, work will be undertaken to consider what an investment pipeline for Torbay and Plymouth could look like. This will need to be progressed at the right time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">6.2 In relation to the transition of GSW, engagement is needed with parliamentarians on transport, future growth and the innovation spine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">6.3 Plymouth has published its Cabinet report to explore joining the CCA, which would then progress the mayoral discussion.
