Minutes from the previous meeting <\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">1.1 Minutes from the previous meeting agreed as an accurate record.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">1.2 Confirmation provided that outstanding actions (Kevin Mills and Keir Duffin discussions with Mat Chetwynd) had taken place.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"2\">2. Public sector co-location \/ Business case update \u2013 Keir Duffin<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2.1<\/strong> <strong>Exeter \u2013 DWP Jobcentre &amp; Library<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Business case is almost complete.<\/li>\n\n\n\n<li>On\u2011site meeting with DWP and Estates teams to be arranged.<\/li>\n\n\n\n<li>Remaining issues (e.g. entrances and layout) are resolvable.<\/li>\n\n\n\n<li>Following site visit, business case will be finalised and progressed.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2.2<\/strong> <strong>Ilfracombe Public Sector Co\u2011location<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Business case developed covering Tyrrell Hospital site and Family Centre.<\/li>\n\n\n\n<li>Workshops held with Royal Devon University Healthcare NHS staff and DCC Family Centre \u2013 strong alignment noted.<\/li>\n\n\n\n<li>Next step: strategic meeting with senior stakeholders to agree shared location approach.<\/li>\n\n\n\n<li>Royal Devon to lead on Tyrrell site sign\u2011off.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"3\">3.<strong> <\/strong>Update on BLRF bids \u2013 Exeter City Council \/ DCC \/ TDC \/ SW Devon<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">3.1 Four Devon &amp; Torbay bids successful (\u00a32.1m total, this is approximately 10% of national allocation). Keir thanked Paul and partners for their time and effort on the bids. The process is working well.\u00a0 All four sites are now in contract as of 31 March 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>3.2 Exeter City Council<\/strong>:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Harlequins Centre<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u00a31.17m BLRF secured.<\/li>\n\n\n\n<li>Legal agreements have been made.<\/li>\n\n\n\n<li>Demolition expected from July 2026, there will be 2 stages of the demolition.<\/li>\n\n\n\n<li>Approx. 390 co\u2011living units<\/li>\n\n\n\n<li>Off\u2011site affordable housing contribution (approx. \u00a32m).<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Mary Arches<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u00a31.17m BLRF secured.<\/li>\n\n\n\n<li>Legal agreements have been made.<\/li>\n\n\n\n<li>Demolition expected from July 2026, there will be 2 stages of the demolition.<\/li>\n\n\n\n<li>Approx. 390 co\u2011living units<\/li>\n\n\n\n<li>Off\u2011site affordable housing contribution (approx. \u00a32m).<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Clifton Hill <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>71 extra care units.<\/li>\n\n\n\n<li>Demolition complete (BLRF &#8211; \u00a3225k).<\/li>\n\n\n\n<li>Planning submission anticipated end of May.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>3.3 Torbay: <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>St Kilda\u2019s (23 units, completion estimated October).<\/li>\n\n\n\n<li>Crossways (92 extra\u2011care units). Planning approved and consent through \u2013 identifying supplier and looking to do some remedial works with South West Water. Should be on site approx. September.<\/li>\n\n\n\n<li>Torre Marine scheme withdrawn due to viability (this would have been 72 units), so we are handing back the BLRF funding for this.<\/li>\n\n\n\n<li>New site at Preston Down Road (150 units)<\/li>\n\n\n\n<li>Collaton St Mary (150\u2013170 units)<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"4\">4. BLRF future funding \u2013 Paul Britton<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">4.1 Next BLRF round expected late June \/ early July 2026. It\u2019s anticipated to be a three-year programme &#8211; 180million available<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">4.2 The focus is on Council\u2011owned brownfield land to cover upfront costs e.g. demolition, remediation, access and enabling works.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">4.3 There is an opportunity to extend funding to wider public sector land (pilot concept). If partners are aware of land that could be included in this let Paul\/ Keir know.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>ACTION: Keir to set up a meeting about the Barnstaple site (include Keir, Iain, Jon Williams and Sarah-Jane).<\/li>\n\n\n\n<li>ACTION: Mel Sealey to chase legal covenant release for Roundswell site.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">4.4 As this is a three-year programme we should develop a pipeline of sites, if sites aren\u2019t ready for June\/July submission we can put them through in year 2 and 3.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Matt Dodd confirmed housing pipeline is being refreshed through the Chief Housing Officer Group and an update is expected following meeting next week.<\/li>\n\n\n\n<li>ACTION: Keir Duffin to contact partners individually to identify BLRF Year 1\u20133 opportunities.\u00a0<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">4.5 Exeter District Council highlighted potential sites for the next round of BLRF (would need to do viability assessments):<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Belle Isle depot<\/li>\n\n\n\n<li>Multiple garage infill sites (potential 60\u201370 affordable homes).<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"5\">5. Any other business <\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">5.1 Mat Chetwynd asked for an update\/ timeline for LGR\/ Devolution, Mel explained that Devon County Council are starting early preparatory work.
