Background<\/h3>\n\n\n\n<p>The Community Protocol (Road Warden Scheme) allows for communities to carry out minor pothole repairs that do not meet the County Council\u2019s &nbsp;<a href=\"https:\/\/www.devon.gov.uk\/roads-and-transport\/report-a-problem\/report-a-pothole\/\">safety defect criteria<\/a>.<\/p>\n\n\n\n<p>Volunteers carrying out the works must have completed Highway Safety Awareness training and Signing, Lighting and Guarding (Chapter 8) training.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"2-basic-equipment-required\">2. Basic Equipment Required<\/h3>\n\n\n\n<p>The following items are intended as a guide only. It is the responsibility of the Road Warden to ensure that all Personal Protective Equipment (PPE), Traffic Management (TM), tools and equipment are suitable for the job in hand and in good condition. Furthermore, the Road Warden should ensure all volunteers involved are competent with using the tools and equipment provided. Manual handling of the 25kg tubs of pothole filler should be identified as a risk. Ensure that sufficient controls are in place for all identified risks, and that the Personal Protective Equipment you require is ready for use.<\/li>\n\n\n\n<li>Advise the DCC Neighbourhood Highway Officer (NHO) for the area of the proposed work. A photograph may be helpful for your records.<\/li>\n\n\n\n<li>Set up appropriate traffic management. This is extremely important to ensure the longevity of the repair. Failure to do this will result in the filler adhering to the loose debris and working loose quickly.<\/li>\n\n\n\n<li>Apply the seal and tack spray strictly in accordance with the manufacturer&#8217;s instructions detailed on the can.<\/li>\n\n\n\n<li>Apply the pothole repair material strictly in accordance with the manufacturer\u2019s instructions detailed on the tub.<\/li>\n\n\n\n<li>Place the material into the pothole so that it is proud of the surrounding surface. Compact thoroughly using a hand tamper or a suitable mechanical alternative, aiming to achieve a maximum compacted layer thickness of 50\u202fmm. The main reason pothole repairs fail early is because the repair material isn\u2019t compacted properly. This often happens because not enough material is put in the hole before compacting. To fill a pothole properly, you need about one and a half times the final compacted thickness. So, if you want a finished layer that\u2019s 50\u202fmm thick, you should start with around 75\u202fmm. The correct approach is to keep compacting the material until it won\u2019t compact any more (known as \u201ccompacting to refusal\u201d). If there\u2019s any material left on top after that, it should be removed with a shovel. Just compacting the material until it looks level with the road surface doesn\u2019t mean it\u2019s fully compacted.<\/li>\n\n\n\n<li>Where the defect exceeds 50\u202fmm in depth, the repair material must be laid and compacted in successive layers. No individual compacted layer should exceed 50\u202fmm, as greater thicknesses cannot be compacted effectively. Continue compacting each layer until the sound produced by the tamper changes from a dull thud to a clear metallic clang, indicating full compaction.<\/li>\n\n\n\n<li>If the material begins to adhere to the tamper, lightly dampen the base of the tamper with water.<\/li>\n\n\n\n<li>Repeat the layering and compaction process until the final compacted repair is level with the surrounding highway surface, as appropriate.<\/li>\n\n\n\n<li>Where achievable, brush any excess loose material onto the freshly compacted repair and tamp this material down to ensure a tight, well-bonded finish.<\/li>\n\n\n\n<li>Clear away all tools and equipment.<\/li>\n\n\n\n<li>Remove all traffic management, being mindful of traffic whilst this is being done<\/li>\n\n\n\n<li>Take an inventory of signs, bollards, tools, and equipment, to ensure none is left behind.<\/li>\n\n\n\n<li>Make note of the repairs that you have made for your records.<\/li>\n<\/ol>\n\n\n\n<p class=\"is-style-dcc-subheading\"><\/p>\n\n\n\n<p><strong>Avoid contact with skin and eyes.
