The items on the work programme are determined by the Committee in line with the Council\u2019s Scheme of Delegation <a href=\"https:\/\/democracy.devon.gov.uk\/ieListDocuments.aspx?CId=416&amp;MId=2487&amp;Ver=4&amp;info=1\" target=\"_blank\" rel=\"noreferrer noopener\">(Part 3 of the Constitution)<\/a> and the <a href=\"https:\/\/democracy.devon.gov.uk\/documents\/s48117\/Constitution%20-%20Part%204d%20Rules%20of%20Procedure%20Scrutiny%20Procedures%20Rules.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Scrutiny Procedures Rules<\/a>. This includes provision for the rights of County Councillors to ask for any matter to be considered by a Committee or to call-in certain decisions.&nbsp;<\/p>\n\n\n\n<p>\u200bCo-ordination of the activities of Scrutiny Committees is undertaken by the Chairs and Vice-Chairs of Scrutiny Committees to avoid duplication of effort and to ensure that the resources of the Council are best directed to support the work of Scrutiny Committees.&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;<\/p>\n\n\n\n<p>\u200bBefore an issue is added to the work programme Members should consider the prioritisation tool\u2013 asking the questions:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u200bWhether the issue is in the public interest&nbsp;<\/li>\n\n\n\n<li>\u200bIs there a change to national policy?&nbsp;<\/li>\n\n\n\n<li>\u200bDoes it affect people across Devon?&nbsp;<\/li>\n\n\n\n<li>\u200bAre there performance or risk concerns? &nbsp;<\/li>\n\n\n\n<li>\u200bIs it a safety issue?&nbsp;<\/li>\n\n\n\n<li>\u200bAre people concerned about it?&nbsp;<\/li>\n\n\n\n<li>\u200bCan scrutiny add value by looking at it?&nbsp;<\/li>\n\n\n\n<li>\u200bIs it active? &nbsp;<\/li>\n<\/ul>\n\n\n\n<p>\u200bThe Work Programme will be broadly set once a year and then agreed by Scrutiny Committees, with enough flexibility to amend at each meeting as different priorities arise and will published on the Council\u2019s website as soon as possible thereafter. Topics highlighted in yellow are provisional and have yet to be confirmed by the relevant Scrutiny Committee.&nbsp;<\/p>\n\n\n\n<p>\u200b\u200bThe timescales and dates are indicative of when a Scrutiny Committee will review the item it is however possible that they may need to be rescheduled and new items added as new circumstances come to light.
