Summary of Matter or Issue Requiring Decision:

Decision to award the contract for CP2128-21 Pre Start-up Support

Decision Taken:

To direct award a contract to the below organisation for the provision of the above contract. The contract will start on 2nd February 2022 and will expire on 31st March 2023.

 

School for Social Entrepreneurs

Summary of Reason(s) for Decision Taken:

The decision was taken to direct award a contract to School for Social Entrepreneurs for the following reasons:

  • This is a recovery programme and subsequently there is an urgency to mobilise the contract quickly.
  • Running a competitive process above existing demands would be very difficult to resource at present, unlikely to be concluded until Q2 2022 without detriment to other important planned initiatives already queuing up, and the time delay would lose benefit in terms of the recovery priorities here and now.

The very successful Dartington School for Social Entrepreneurs format has shown exceptional results in supporting individuals through the process of starting their own social enterprise.

Summary of Alternatives or Options considered and rejected:

An alternative that was considered was to award from CP1787-19 Business Support Framework 2020 – Lot 3.  It was determined that a direct award from the framework was not feasible, and as such a mini-competition would be required so as to seek an innovative approach to this project.  For the reasons already given above in ‘3. Summary of Reasons for Decision Taken’, it was decided that the business support framework was not a viable option on this occasion
