This assessment can bring together services and support if needed. In Devon, the ROVIC Service carry out this assessment as part of the CVI registration process for all children under the age of 18.<\/p>\n\n\n\n<p>The ophthalmologist will send a copy of the CVI to the ROVIC Service. Once we receive this, we will contact you.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What happens after a CVI has been issued<\/h2>\n\n\n\n<p>The issuing of a Certificate of Vision Impairment (CVI) by a consultant in ophthalmology (eye doctor) formally confirms the level of vision as either severely sight impaired or sight impaired.<\/p>\n\n\n\n<p>The CVI also acts as a request for social care support, this will be provided by the ROVIC Service.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Completing the registration process<\/h3>\n\n\n\n<p>After we have received a copy of the CVI from the consultant ophthalmologist we will contact you to arrange either a home visit, video or telephone call. Please allow around 90 minutes for this meeting. We need time to make sure we find out what support your child or young person might need from us.<\/p>\n\n\n\n<p>Following our meeting with you we might, with your agreement:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>make a referral to other specialist services<\/li>\n\n\n\n<li>sign post you to local or national charities and organisations<\/li>\n\n\n\n<li>make a referral to the Disabled Children\u2019s Service and request a social care needs assessment<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Local authority register for vision impairment<\/h3>\n\n\n\n<p>Under the Care Act 2014 all local authorities have a duty to keep a register of people issued with a CVI for their sight loss.<\/p>\n\n\n\n<p>In Devon, the register for those under the age of 18 years is kept and maintained by the ROVIC Service. However, you can choose&nbsp;<strong>not<\/strong>&nbsp;to have your child\u2019s name added to this register.&nbsp;If you have any questions or concerns about this please contact us.<\/p>\n\n\n\n<p><a href=\"https:\/\/carers.org\/carers-and-the-law\/the-care-act-2014\" rel=\"noopener\">Information about the Care Act 2014 can be found here<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">A social care needs assessment<\/h3>\n\n\n\n<p>Children and young people with disabilities under 18 years old can ask for an assessment of all their needs.<\/p>\n\n\n\n<p>The aim of a needs assessment is to find out the needs of both the child as well as their family and agree outcomes to help maintain or improve their wellbeing.<\/p>\n\n\n\n<p>This can range from offering information and sign posting, to the arranging of services or support, including direct payments (personal budgets) to meet the identified needs.<\/p>\n\n\n\n<p>The Disabled Children\u2019s Service can undertake a child\u2019s needs assessment. Find out more about&nbsp;<a href=\"https:\/\/www.devon.gov.uk\/children-families-education\/send-local-offer\/support-for-parents\/disabled-childrens-service-dcs\/request-an-assessment\/\">accessing support from the Disabled Children\u2019s Service<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Information pack<\/h3>\n\n\n\n<p>A ROVIC information pack will be given during the home visit or hospital eye clinic appointment. If you need an additional or replacement pack please&nbsp;<a href=\"https:\/\/www.devon.gov.uk\/children-families-education\/send-local-offer\/understanding-send\/sensory-and-or-physical-needs\/supporting-children-with-vision-and-sensory-impairment\/contact-the-rovic-service\/\">contact us<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">CVI \u2013 benefits and concessions<\/h2>\n\n\n\n<p>You might be eligible for the following benefits and concessions if you are certified as&nbsp;<strong>either sight impaired or severely sight impaired<\/strong>:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>The&nbsp;<a href=\"https:\/\/www.traveldevon.info\/bus\/national-bus-pass\/\" rel=\"noopener\">National Bus Pass<\/a>&nbsp;gives free off peak travel on local buses anywhere in England from&nbsp;<strong>age 5 years<\/strong>.<\/li>\n\n\n\n<li>The&nbsp;<a href=\"http:\/\/www.disabledpersons-railcard.co.uk\/using-your-railcard\/how-to-apply\" rel=\"noopener\">Disabled Persons Railcard<\/a>&nbsp;provides a discount when travelling by train. One adult can get a third off most rail fares. Fares will be charged for children aged between 5 and 15 years old.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.disabledpersons-railcard.co.uk\/using-your-railcard\/other-discounts\/\" rel=\"noopener\">Rail discounts<\/a>&nbsp;are also available in England and Wales if you don\u2019t have a Disabled Persons Railcard.&nbsp;You can use the ROVIC \u2018registration\u2019 card to buy discounted rail tickets.<\/li>\n\n\n\n<li>For customers who stay in their own wheelchair during a rail journey, concessionary&nbsp;<a href=\"https:\/\/www.disabledpersons-railcard.co.uk\/using-your-railcard\/other-discounts\/\" rel=\"noopener\">rail discounts<\/a>&nbsp;are available on adult and child fares.<\/li>\n\n\n\n<li>The&nbsp;<a href=\"https:\/\/www.ceacard.co.uk\/\" rel=\"noopener\">Cinema Exhibitors Association<\/a>&nbsp;offer a national concessionary card that enables those&nbsp;<strong>aged 8 years<\/strong>&nbsp;and over with disabilities to receive a complimentary ticket for someone to go to the cinema with them.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.royalmail.com\/sending\/articles-blind\" rel=\"noopener\">Royal Mail<\/a>&nbsp;offers free postage on qualifying items labelled \u2018Articles for the Blind\u2019.<\/li>\n<\/ol>\n\n\n\n<p>The following additional benefits are available&nbsp;<strong>only if you are certified as severely sight impaired<\/strong>:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>There is a 50% reduction in the cost of a&nbsp;<a href=\"http:\/\/www.tvlicensing.co.uk\/blind\" rel=\"noopener\">TV license<\/a>&nbsp;for those who are certified as severely sight impaired.<\/li>\n\n\n\n<li>The&nbsp;<a href=\"https:\/\/www.gov.uk\/apply-blue-badge\" rel=\"noopener\">Blue Badge parking scheme<\/a>&nbsp;helps people with disabilities or health conditions park closer to their destination.<\/li>\n\n\n\n<li>The&nbsp;<a href=\"https:\/\/www.traveldevon.info\/bus\/national-bus-pass\/the-devon-companion-bus-pass\/#:~:text=The%20Devon%20Companion%20Bus%20Pass%20The%20Devon%20Companion,can%20apply%20for%20a%20Companion%20Pass%20if%20you%3A\" rel=\"noopener\">Devon Companion Bus Pass<\/a>&nbsp;is available to applicants of&nbsp;<strong>secondary school age<\/strong>&nbsp;or above\u202fwho are registered&nbsp;severely sight impaired&nbsp;or have a severe disability and are only able to access local bus services with the assistance of a travelling companion.<\/li>\n<\/ol>\n\n\n\n<p>The above information can also be found in the&nbsp;<a href=\"https:\/\/media.rnib.org.uk\/documents\/Starting_Out_-_Benefits_concessions_and_registration_2024.pdf\" rel=\"noopener\">Starting Out booklet from the RNIB<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Registration card<\/h2>\n\n\n\n<p>We will send you a registration card which will state:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>your name<\/li>\n\n\n\n<li>your home address<\/li>\n\n\n\n<li>the date the certificate was issued<\/li>\n\n\n\n<li>your visual impairment status of either sight impaired or severely sight impaired<\/li>\n<\/ul>\n\n\n\n<p>This card can be used instead of the paper certificate to access leisure concessions when out and about.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Free home safety checks<\/h2>\n\n\n\n<p>The ROVIC Service work in partnership with the Devon &amp; Somerset Fire and Rescue Service. We can arrange a home safety visit on your behalf.
