Welcome, introductions and apologies<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Chair welcomed attendees and noted apologies.<\/p>\n\n\n\n<h2 id=\"2-review-of-previous-meeting-minutes-and-actions\" class=\"wp-block-heading\">2. Minutes from the last meeting (2\/6\/26)<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>All agreed that minutes from the last meeting were accurate.<\/li>\n\n\n\n<li>Liz Halliday took an action at the last meeting to create a communications plan for SEND. Liz is in communication with stakeholders over the Summer to finalise. <br><strong>Action \u2013 Liz Halliday to provide an update on the SEND communications plan at the next board meeting on 7 September. Lauren Cole to add to agenda.<\/strong><\/li>\n\n\n\n<li>Amy Carey-Jones took an action at the last meeting to provide examples of what &#8216;good&#8217; looks like to inform ongoing work. This action has been completed. <br><strong>Follow up action \u2013 Lauren Cole to share with board members examples from Amy Carey-Jones on what families tell us about things that work well in school.<\/strong><\/li>\n\n\n\n<li>Board members discussed the current format for recording minutes. It was agreed that minutes should be more concise, reducing unnecessary detail. Actions should be clearly recorded include timescales and responsible officer.\n<ul class=\"wp-block-list\">\n<li>As board papers and minutes are published, it is important to ensure they provide sufficient context and detail for external readers while remaining accessible and easy to navigate.<\/li>\n\n\n\n<li><strong>Action &#8211; Brian Gale to share an example of Richmond and Kingston\u2019s SEND Board minutes. Andre Imich will review the examples and agree the preferred template for future meetings.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 id=\"3-customer-service-centre-send-statutory-service-calls\" class=\"wp-block-heading\">3. CYP, PCFD and Four Cornerstones update<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Youth representatives shared a presentation on effective partnership working of the Board. This highlighted the importance of using accessible language, avoiding acronyms, welcoming constructive challenge, minimising laptop use during meetings and ensuring correct representation at meetings.<\/li>\n\n\n\n<li>A co-production workshop took place on 6 July. Parents\/carers provided messages including the importance of understanding purpose, realistic timescales and outcomes. The Board acknowledged the value and impact of hearing from families and young people.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"three-key-themes-came-from-the-workshop\"><strong>Three key themes came from the workshop<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Influence<\/strong> &#8211; discussion focused on how young people and parent\/carers can meaningfully shape decision-making. Board members recognised the importance of involving families and young people earlier in processes, ensuring lived experience helps inform priorities, decisions and future developments.\n<ul class=\"wp-block-list\">\n<li>It was suggested that the board should strengthen feedback loops by communicating how young people and families views have informed decisions.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Accountability<\/strong> &#8211; The board discussed the need to demonstrate how feedback has informed decisions and actions. This includes providing regular updates, communicating progress, explaining the rationale behind decisions, and clearly showing the impact of family and young people&#8217;s contributions.<\/li>\n\n\n\n<li><strong>Accessibility<\/strong> &#8211; Discussion centred on creating the conditions for meaningful participation by removing barriers to engagement. This includes ensuring information is accessible, offering flexible ways to participate (hybrid meetings), supporting young people and families to contribute, and considering how unrepresented groups can be involved.\n<ul class=\"wp-block-list\">\n<li>Information to and from the board should be easily accessible, and should come in a variety of formats, including videos, infographics and meeting summaries.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Members reviewed a range of practical actions aligned to the Four Cornerstones framework<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Space<\/strong> \u2013 It was suggested to hold meetings in accessible community venues, consider meeting times that work for young people and families, check access requirements in advance and provide appropriate support, breaks and refreshments and involve young people in agenda setting.<\/li>\n\n\n\n<li><strong>Voice<\/strong> \u2013 It was suggested for the board to use plain English and accessible documentation, provide a range of communication methods (including visual aids), develop a guide explaining the Board&#8217;s role, responsibilities and areas of influence, and establish a named contact for youth representatives.<\/li>\n\n\n\n<li><strong>Audience<\/strong> \u2013 It was noted that the board should ensure the appropriate decision-makers are present at meetings. Family and young people&#8217;s views should be standing items on agendas, and the board should publish information about board membership, including photographs of each member.<br><strong>Action \u2013The board agreed with the recommendation that youth representatives will aim to present at 1 in 3 in meetings with presentation themes agreed collaboratively<\/strong>. This will allow for sufficient time for youth representatives to gather views and prepare presentations. This should be kept under review.\n<ul class=\"wp-block-list\">\n<li>It was suggested that pre-meetings should be offered to youth representatives.<\/li>\n\n\n\n<li>It was suggested that accessible meeting summaries should be provided.<\/li>\n\n\n\n<li>Timescales for providing feedback to young people on outcomes will be agreed.<\/li>\n\n\n\n<li>Discussion highlighted the importance of active listening, transparency and explaining how differing views have been considered when decisions are made. It was recognised that not all decisions will reflect every viewpoint, but people should feel listened to and understand the reasons behind outcomes. Members noted the need to consider neurodiversity, ensure all communications are accessible, and clearly explain the purpose and benefit of engagement.<\/li>\n\n\n\n<li>The Board reflected on the involvement of young people in the meeting and agreed that clearer communication and follow-up arrangements are needed. Members emphasised the importance of ensuring that young people feel their views are heard and understood, and that there is clear feedback on how their contributions have influenced the Board&#8217;s discussions and decisions.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Decision &#8211; <\/strong>The Board agreed to formally adopt the three commitments of Influence, Accountability and Accessibility.<\/li>\n\n\n\n<li><strong>Decision &#8211; <\/strong>The Board agreed to formally adopt the use of the Four Cornerstones approach in Devon.<\/li>\n\n\n\n<li><strong>Action \u2013 Lauren Cole<\/strong>. A small working group, including the young people. to meet before 7 September, to work through in more detail how to operationalise many of the proposals made at today\u2019s meeting. Lauren to co-ordinate.<\/li>\n\n\n\n<li><strong>Action \u2013 Andre Imich<\/strong> to give an update at the Board on 7th September regarding implementation of the actions from the co-production workshop that took place on 6th July, and progress towards implementing the three commitments: influence, accountability and accessibility.<\/li>\n\n\n\n<li><strong>Action \u2013 Andre Imich<\/strong> to send a communication via Amy to the youth representatives who attended the board meeting today, thanking them for their time and powerful contributions.<\/li>\n<\/ul>\n\n\n\n<h2 id=\"5-send-transformation-programme-progress-report\" class=\"wp-block-heading\">4. SEND Reform Plan &#8211; update<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Slides outlining the SEND reform submission were presented. Discussion focused on strengthening early intervention and reducing the need for referrals and escalation by addressing gaps in expertise and ensuring appropriate support is available.<\/li>\n\n\n\n<li>The programme will initially be delivered in <strong>three pilot sites<\/strong>, building on existing resources and provision. Year 2 will focus on scaling and embedding the approach, with Year 3 aimed at maximising impact and ensuring consistent implementation across the county.<\/li>\n\n\n\n<li>Work is underway to map current services, identify required changes and develop an equitable support model across Devon. Consideration is being given to a single point of contact or advice line, shaped by feedback from schools and settings about the support they need. The proposed offer includes access to specialist advice, practical tools, support for headteachers, triage arrangements and regular termly reviews.<\/li>\n\n\n\n<li>Members noted the importance of ensuring that special schools are sufficiently supported to deliver the model and that links with wider programmes, including Best Start in Life, continue to be strengthened. <strong>Jim Barnicott has taken an action to map existing plans<\/strong>.<\/li>\n\n\n\n<li>Peer-to-peer support was identified as a key component of the offer. Existing special school outreach provision provides a strong foundation, and further work is planned to develop maintained school-to-maintained school support. Olive Academies are contributing to this inclusion work. Consideration is also being given to how SENCO expertise can be shared.<\/li>\n\n\n\n<li>Communication is critical to the success of the programme. Families and schools need clear information about the purpose, expected impact and learning of Experts at Hand to build confidence and engagement.<\/li>\n\n\n\n<li>Feedback suggested varying levels of readiness and awareness across schools. Regular updates and a clear point of contact would support DSLS and DSHH in communicating developments consistently. It was recognised that different audiences require different levels of detail, with those directly involved needing comprehensive information and others requiring high-level updates. <strong>Decision<\/strong> \u2013 Board members agreed that information regarding SEND reform and other pertinent updates from the LA should be shared consistently across both DSLS and DSHH.<\/li>\n\n\n\n<li>Concerns were raised about commencing the pilot during a SEND inspection period, and it was acknowledged that this may be ambitious. However, the intention remains to use the pilot phase to inform full implementation in Year 2.<\/li>\n<\/ul>\n\n\n\n<h2 id=\"5-app-accelerated-progress-plan-monitoring-meeting\" class=\"wp-block-heading\">5. SEND inspection preparation<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A peer review took place on 6 and 7 July, with colleagues from Essex attending as the review team. This included thematic discussions, deep dives and multi-agency case tracking.<br><strong>Action \u2013 Kellie Knott to share findings from the Essex peer review with members of the Board.<\/strong><\/li>\n\n\n\n<li>Feedback was heavily focused on historic areas of weakness, with insufficient emphasis placed on the progress and improvements made across the system. Future discussions should demonstrate honesty about previous challenges and the impact of current improvements, drawing on lived experiences.<\/li>\n\n\n\n<li>Inspectors will be interested in Devon-specific challenges and achievements. Stronger use of local benchmarking and performance data is needed.<\/li>\n\n\n\n<li>The quality and timeliness of EHCPs remain an area for improvement. In particular, the quality of outcomes within plans should be more consistent.<\/li>\n\n\n\n<li>AP was viewed positively, with recognition that the framework incorporates all children accessing provision.<\/li>\n\n\n\n<li>Preparation for Adulthood emerged as an area of weakness. There is a need for clearer system-wide ownership and accountability.<\/li>\n\n\n\n<li>Preparation across partner organisations and services was inconsistent.<\/li>\n\n\n\n<li>A consistent approach to presenting evidence was encouraged, using a clear structure: Point \u2013 Impact \u2013 Evidence.<\/li>\n\n\n\n<li>Actions for the next 7-8 weeks have been identified. A likely key line of enquiry during inspection will be children not in school.<\/li>\n\n\n\n<li>Existing improvement plans remain appropriate and do not require significant amendment.<\/li>\n\n\n\n<li>These learning points should be embedded across all areas of work and not solely considered through the lens of inspection preparation.<\/li>\n\n\n\n<li>It was noted that schools were not represented during peer review meetings.<\/li>\n<\/ul>\n<\/article>\n\n\n\n<article class=\"wp-block-group is-layout-flow wp-block-group-is-layout-flow\">\n<h2 id=\"6-send-transformation-programme-progress-report\" class=\"wp-block-heading\">6. <strong>Joint Commissioning Strategy<\/strong><\/h2>\n<\/article>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The board reviewed the Joint Commissioning Strategy, which was presented by Liza Jarvis for approval.<\/li>\n\n\n\n<li>It was noted that an implementation plan is being developed and will be overseen by the Joint Commissioning Group, which meets every six weeks. The implementation plan will provide additional detail to support delivery.<\/li>\n\n\n\n<li><strong>Action &#8211; Liza Jarvis<\/strong> to review and update the joint commissioning strategy by adding clear timescales, standardising the wording, quantifying references to delays in timeliness, amending wording on neurodiversity to focus on the identification of need, reviewing references to financial pressures and savings, working with Liz Williams to produce an accessible version of the document, and revising (or removing) references relating to ethnic minority groups.<\/li>\n\n\n\n<li><strong>Decision<\/strong> \u2013 Board members agreed that, subject to the amendments discussed, the Joint Commissioning Strategy was approved and does not need to return to the Board for further approval.<\/li>\n<\/ul>\n\n\n\n<article class=\"wp-block-group is-layout-flow wp-block-group-is-layout-flow\">\n<h2 id=\"ehcp-dashboard\" class=\"wp-block-heading\">7. Data on EHCPs<\/h2>\n<\/article>\n\n\n\n<article class=\"wp-block-group is-layout-flow wp-block-group-is-layout-flow\">\n<ul class=\"wp-block-list\">\n<li>The SEN2 national dataset is published annually and focuses on assessments and EHCPs. The latest report, published in June, covers the period January 2025-January 2026.<\/li>\n\n\n\n<li>Devon continues to perform well in processing annual reviews within required timescales and completed the third-highest volume of EHCPs of all LAs. While Devon continues to have a consistently high number of EHCPs, growth is beginning to level out.<\/li>\n\n\n\n<li>The number of plans issued has reduced. Refusals to assess remain high, suggesting that the quality of evidence submitted is not always sufficient.<\/li>\n\n\n\n<li>Over the next six months, the service will focus on implementing &#8220;Way Ahead&#8221; meetings and strengthening processes to improve timeliness and outcomes.<\/li>\n\n\n\n<li>A DIAS quality report has recently been produced, highlighting timeliness issues for EHCP reviews. Decisions should be made within four weeks of the review; however, significant delays occur where amendments are required. This is a key focus for the service.<\/li>\n\n\n\n<li>There has been significant focus on front-end activity and new requests. It was however recognised that the greatest risk and distress often relates to families already within the system.
