Lived experience updates<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Key points discussed:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Four Cornerstones workshop (6 July) attendance is a priority.<\/li>\n\n\n\n<li>Workshop will focus on strengthening co-production and its influence on partnership decision making.<\/li>\n\n\n\n<li>School holidays have limited new engagement with young people..<\/li>\n\n\n\n<li>Young people need to be meaningfully involved in planning for their future.<\/li>\n\n\n\n<li>Families\u2019 feedback gathered via DIAS, PCFD, volunteers and surveys.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Key themes highlighted:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Families value services that work with them, not around them.<\/li>\n\n\n\n<li>Consistent messages were heard around: \u201cNo wrong door\u201d access, Solution focused approaches, Families as equal partners<\/li>\n\n\n\n<li>Clear, consistent and accessible communication is critical to trust and confidence.<\/li>\n\n\n\n<li>Inclusion is often fragile and overly dependent on individual effort.<\/li>\n\n\n\n<li>Practical, joined up responses reduce escalation and distress.<\/li>\n<\/ul>\n\n\n\n<h2 id=\"5-send-transformation-programme-progress-report\" class=\"wp-block-heading\">4. Strategy &#8211; key updates<\/h2>\n\n\n\n<h3 id=\"a-preparation-for-inspection-key-points-discussed\" class=\"wp-block-heading\">a) Preparation for inspection<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"a-preparation-for-inspection-key-points-discussed\"><strong>Key points discussed:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Preparation group is in place, focusing on shared understanding\/language consistency across the partnership.<\/li>\n\n\n\n<li>Annex A is being developed and quality assured across partners to strengthen a single partnership narrative.<\/li>\n\n\n\n<li>External support is in place to provide challenge and inspection insight.<\/li>\n\n\n\n<li>A peer review involving another local area is scheduled for early July.<\/li>\n\n\n\n<li><strong>Communication with the workforce remains a key risk.<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 id=\"b-high-needs-funding-framework-key-points-discussed\" class=\"wp-block-heading\"><strong>b) High Needs Funding Framework<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"b-high-needs-funding-framework-key-points-discussed\"><strong>Key points discussed:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Training has taken place for Inclusion and Learning\/SEND staff.<\/li>\n\n\n\n<li>Framework will begin to be used for new requests and phase transfers.<\/li>\n\n\n\n<li>Impact will become more visible to schools later in the summer term and from September.<\/li>\n\n\n\n<li>Implementation within special schools will follow separate recommissioning work.<\/li>\n\n\n\n<li>Clear communication with schools is essential.<\/li>\n<\/ul>\n\n\n\n<h2 id=\"5-app-accelerated-progress-plan-monitoring-meeting\" class=\"wp-block-heading\">5. Autism: Identification, assessment, diagnosis and support (multi-agency update)<\/h2>\n<\/article>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Key points discussed:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Statutory mental health waiting times targets now being met.<\/li>\n\n\n\n<li>Improved productivity through revised workforce models, additional clinics and digital\/community-based support offers.<\/li>\n\n\n\n<li>Mental health support teams now cover the majority of Devon.<\/li>\n\n\n\n<li><strong>Drop-in speech and language therapy<\/strong>: under-fives wait lists eliminated. Further work focused on school age children.<\/li>\n\n\n\n<li>Substantial progress on autism assessment recovery, supported by additional investment and pathway redesign.<\/li>\n\n\n\n<li>Referral rates stabilised for the first time, enabling sustained reduction in waiting lists.<\/li>\n\n\n\n<li>Expanded support for those awaiting diagnosis through work with Parent Carer Forum.<\/li>\n\n\n\n<li>Support should not be dependent solely on diagnostic labels.<\/li>\n\n\n\n<li>Inclusive practice, early understanding and reasonable adjustments reduce escalation to crisis.<\/li>\n\n\n\n<li>Strengthening universal and targeted support is critical to reducing long term demand.<\/li>\n\n\n\n<li>Workforce confidence and communication remain system wide challenges.<\/li>\n<\/ul>\n\n\n\n<article class=\"wp-block-group is-layout-flow wp-block-group-is-layout-flow\">\n<h2 id=\"6-send-transformation-programme-progress-report\" class=\"wp-block-heading\">6. <strong>SEND Reform Plan<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Key points discussed:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Submission deadline:19 June.<\/li>\n\n\n\n<li>Three core elements: maturity assessment, narrative reform plan, data and implementation planning.<\/li>\n\n\n\n<li>Work is being aligned to current transformation plans to avoid duplication.<\/li>\n\n\n\n<li>A time limited governance structure has been established to oversee delivery.<\/li>\n\n\n\n<li>Initial implementation will focus on test and learn activity from autumn 2026.<\/li>\n<\/ul>\n<\/article>\n\n\n\n<article class=\"wp-block-group is-layout-flow wp-block-group-is-layout-flow\">\n<h2 id=\"df-e-nhse-agreed-delivery-targets\" class=\"wp-block-heading\">7. Local Area Maturity Assessment<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Key points discussed:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Members reviewed the draft, confirming it broadly reflects the partnership\u2019s current position.<\/li>\n\n\n\n<li>A short executive narrative will be completed to align with the reform plan submission.<\/li>\n<\/ul>\n\n\n\n<h2 id=\"building-inclusive-communities-olive-academies-fran-cox\" class=\"wp-block-heading\">8. Building inclusive communities \u2013 Olive Academies (Fran Cox)<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Key points discussed:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Strong engagement from schools to date, with optimism and willingness to improve inclusion.<\/li>\n\n\n\n<li>Principles and enablers for inclusive practice have been developed.<\/li>\n\n\n\n<li>A programme of school visits is underway to gather the perspectives of leaders, practitioners and pupils.<\/li>\n\n\n\n<li>Findings will inform the SEND Reform Plan, Experts at Hand Offer and Inclusion Strategy<\/li>\n\n\n\n<li>School feedback will need to be triangulated with parent\/carer experience.<\/li>\n<\/ul>\n\n\n\n<h2 id=\"9-send-sufficiency-implementation-plan\" class=\"wp-block-heading\"><strong>9. SEND sufficiency implementation plan<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Key points discussed:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Expansion of specialist provision already approved.<\/li>\n\n\n\n<li>Increased post 16 capacity.<\/li>\n\n\n\n<li>Re commissioning of special schools to clarify offer and prevent unnecessary escalation.<\/li>\n\n\n\n<li>Reduction of reliance on independent provision.<\/li>\n<\/ul>\n\n\n\n<h2 id=\"10-experts-at-hand-feedback-from-workshop-and-emerging-learning\" class=\"wp-block-heading\">10. Experts at Hand \u2013 feedback from workshop and emerging learning<\/h2>\n<\/article>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Key points discussed:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Must link to existing partnership initiatives, with clear coordination and communication to avoid duplication\/confusion.<\/li>\n\n\n\n<li>Tension noted between targeting highest need areas and geographical spread.<\/li>\n\n\n\n<li>Available provision is high quality but there\u2019s significant frustration around long waits.<\/li>\n\n\n\n<li>Support often only becomes available once need escalates to crisis point.<\/li>\n\n\n\n<li>Severe national shortages in Speech and Language Therapy (SALT), Occupational Therapy (OT), Educational Psychology.<\/li>\n\n\n\n<li>Need for greater early intervention and school based support, rather than reliance on statutory processes.<\/li>\n\n\n\n<li>Ongoing challenges with OT and SALT waiting lists, particularly for over 5s.<\/li>\n\n\n\n<li>Experts at Hand funding is to build school capability, improve early help, smooth children\u2019s journeys through education.<\/li>\n\n\n\n<li>Capacity within Educational Psychology service is constrained by statutory EHCP work (70\u201380%).<\/li>\n\n\n\n<li>Training qualified specialists takes years; short term solutions alone are not viable.<\/li>\n\n\n\n<li>Strong support for: developing assistant roles, investing in training pathways, building expertise within existing workforces.<\/li>\n\n\n\n<li>Experts at Hand has to be needs led and data informed, using locality and JSNA data.<\/li>\n\n\n\n<li>Focus on clusters, learning communities and trusts, not individual schools in isolation.<\/li>\n\n\n\n<li>Simple referral pathways and clarity on what the offer is \u2013 and is not.<\/li>\n\n\n\n<li>Three proposed pilot areas were discussed:\n<ul class=\"wp-block-list\">\n<li>1<strong>. Exeter and East Devon<\/strong><\/li>\n\n\n\n<li>2<strong>. South and West Devon (Teignbridge or Newton Abbot)<\/strong><\/li>\n\n\n\n<li>3. N<strong>orth Devon (Ilfracombe or Bideford)<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Experts at Hand offer should focus primarily on targeted and targeted plus support.<\/li>\n\n\n\n<li>Funding must enhance existing provision and not be used for one to one delivery.<\/li>\n\n\n\n<li>Strong emphasis on practical implementation support, not just assessment and advice.<\/li>\n\n\n\n<li>Importance of follow up and accountability to ensure recommended strategies are actually embedded.<\/li>\n\n\n\n<li>Simple, low cost reasonable adjustments (e.g. sensory supports, movement breaks) can make a significant difference.<\/li>\n\n\n\n<li>Schools are not always confident or consistent in implementing these.<\/li>\n\n\n\n<li>Strong support for universal trauma informed approaches, compassionate behaviour policies and clearer guidance on Equality Act duties.<\/li>\n\n\n\n<li>Need to support schools to balance inclusion with classroom management and behaviour concerns.<\/li>\n\n\n\n<li>Families seek belonging and thriving in mainstream settings, not diagnoses for their own sake.<\/li>\n\n\n\n<li>Risk of misinformation where clear, accessible communication is absent.<\/li>\n\n\n\n<li>Families and schools are largely unaware of progress.<\/li>\n\n\n\n<li>Lack of communication is increasing anxiety, driving referrals and undermining partnership confidence.<\/li>\n<\/ul>\n\n\n\n<h2 id=\"11-securing-stakeholder-engagement\" class=\"wp-block-heading\">11. Securing stakeholder engagement<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Key points discussed:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>No Comms rep in attendance.<\/li>\n\n\n\n<li>Need to develop clear, sensitive and coherent communications, particularly in relation to Experts at Hand.<\/li>\n\n\n\n<li>Careful consideration needed around how messages are framed, sequenced and delivered, to ensure they support confidence and understanding among stakeholders.<\/li>\n\n\n\n<li>Clear ownership and accountability for communications activity.<\/li>\n\n\n\n<li>A shared commitment across partners to communicating consistently and well.<\/li>\n\n\n\n<li>Communications being treated as core programme infrastructure, rather than an add on.<\/li>\n\n\n\n<li>Discussions regarding jointly funding a dedicated communications resource<\/li>\n\n\n\n<li>Consideration of a project based communications role to support SEND Reform and EaH delivery.<\/li>\n\n\n\n<li>Exploring alternative approaches where existing capacity is limited.<\/li>\n<\/ul>\n\n\n\n<h2 id=\"12-aob\" class=\"wp-block-heading\">12.
