Welcome, introductions and apologies<\/h2>\n\n\n\n<p>The Chair opened the meeting, welcomed attendees, noted apologies and confirmed that actions from the previous meeting had largely been completed.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"2-review-of-previous-meeting-minutes-and-actions\">2. Updates on lived experiences of parents, children and young people<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"parent-carer-forum-devon-pcfd\">Parent Carer Forum Devon (PCFD)<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Families are reporting anxiety and uncertainty arising from national reforms and local system changes; confidence is reduced in some areas.<\/li>\n\n\n\n<li>&#8216;Question of the Week&#8217; social media engagement running for seven weeks has generated meaningful feedback; PCFD welcomes collaboration on shaping future questions.<\/li>\n\n\n\n<li>A larger survey is being launched to gather deeper insight.<\/li>\n\n\n\n<li>Key themes emerging from recent feedback include:\n<ul class=\"wp-block-list\">\n<li>Short Breaks consultation &#8211; families feeling unaware of opportunities to contribute. Need to consider how we run and promote these and ensure they are accessible.<\/li>\n\n\n\n<li>PCFD will share feedback from recent announcement regarding post 16 closure proposals in East Devon, with central concerns around consultation accessibility.<\/li>\n\n\n\n<li>Challenges with school transport, including traumatic experiences for some children.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"2-review-of-previous-meeting-minutes-and-actions-1\">Children and young people\u2019s participation:<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A video was shared highlighting young people\u2019s voices.<\/li>\n\n\n\n<li>Young people are currently experiencing exam and transition related anxiety and excitement.<\/li>\n\n\n\n<li>It was agreed it is important to follow through on commitments to maintain trust.<\/li>\n\n\n\n<li>Work is underway as to how best to use and share feedback.<\/li>\n\n\n\n<li>Holly Billington highlighted the Participation team within CFHD and offered support on participation practice.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"3-customer-service-centre-send-statutory-service-calls\">3. Four Cornerstones &#8211; follow up from postponed January session<\/h2>\n\n\n\n<p id=\"3-customer-service-centre-send-statutory-service-calls\">Key points discussed:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A new stand alone workshop is proposed for 29 April from 10.30am to 2.00pm, with time for group discussion and networking.<\/li>\n\n\n\n<li>Concerns were raised about short timescale for venue booking, but members agreed it remains important to proceed promptly due to the significance of embedding the Four Cornerstones.<\/li>\n\n\n\n<li>A smaller group will confirm final arrangements. A later date would possibly impact exams and it would be necessary to defer until July which is too late.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"actions\"><strong>Actions:<\/strong><\/h3>\n\n\n\n<p id=\"3-customer-service-centre-send-statutory-service-calls\">Smaller planning group to confirm date and location for stand-alone coproduction workshop. AI, JB, AB<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"5-send-transformation-programme-progress-report\">4. General updates<\/h2>\n<\/article>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"self-evaluation-framework-sef\"><strong>Self Evaluation Framework (SEF)<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>SEF was circulated. A finalised version to be circulated by the end of the month.<\/li>\n\n\n\n<li>Whilst we\u2019re good at documenting activity, the process has identified that we\u2019re not as good at identifying and analysing impact.<\/li>\n\n\n\n<li>Zoe Heywood appointed as SEND Inspection Lead.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"df-e-maturity-assessment\">DfE Maturity Assessment<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Draft Maturity Assessment developed amalgamating information gathered through survey findings and online session.<\/li>\n\n\n\n<li>Work is ongoing to finalise the assessment tool, which will be circulated once we have a final version.<\/li>\n\n\n\n<li>Response variations suggest differing interpretations and a need to revisit perceptions.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"building-inclusive-communities\">Building Inclusive Communities<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Mark Vickers (Olive Academies) is leading inclusion work with schools.<\/li>\n\n\n\n<li>A recent Inclusion Conference was well attended and helped develop a shared understanding of the need for improvement.<\/li>\n\n\n\n<li>Concerns remain about scepticism from some schools due to past initiatives not being implemented.<\/li>\n\n\n\n<li>Members stressed the need for culture change, patience, and consistent communication.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"actions\"><strong>Actions:<\/strong><\/h4>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Kellie Knott to circulate finalised SEF to the Board by the end of the month.<\/strong><\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"5-app-accelerated-progress-plan-monitoring-meeting\">5. Areas of significant weakness<\/h2>\n\n\n\n<p>Key points discussed:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"embedding-strategic-plans-and-send-arrangements\">Embedding Strategic Plans and SEND arrangements<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Slides shared on the Four Cornerstones and Devon\u2019s updated SEND JSNA highlighted increasing complexity of need and gaps such as pathway delays and integrated needs led models.<\/li>\n\n\n\n<li>Work is ongoing to align SEND, neurodiversity, SLCN, mental health and sufficiency strategies into a single coherent model.<\/li>\n\n\n\n<li>Members noted improved experience for some families, with more compliments being received, although impact is not yet widespread.<\/li>\n\n\n\n<li>Importance of recording compliments for analysis emphasised. Individuals already so but need a more central process.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"communication-with-key-stakeholders\">Communication with Key Stakeholders<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>New Communications and Relationships standards have been rolled out with a very positive all day workshop including both practitioners and parent carers taking place at the end of February. Focus was on using a \u201cWhat would it take?\u201d approach.<\/li>\n\n\n\n<li>Legacy trust issues remain and will take time to rebuild but some signs of improvements.<\/li>\n\n\n\n<li>New standards require responses to families within five days.<\/li>\n\n\n\n<li>Locality structure being strengthened to ensure families receive consistent communication.<\/li>\n\n\n\n<li>Health communications adopting \u201cYou Said, We Did\u201d, clearer waiting time information, and improved contact lines (OT line with 100% positive feedback).<\/li>\n\n\n\n<li>Need to get a better understanding of each other\u2019s services. It would be useful to have a central resource of useful contacts to help staff better signpost.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"timeliness-and-quality-of-ehc-plans\">Timeliness and quality of EHC plans<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Demand pressure continues; February saw a 28% increase with 242 requests, and over 500 requests this year. Feeling is that this is largely a response to the publication of the SEND White paper.<\/li>\n\n\n\n<li>Backlog reduced from 1,200 last June to approximately 400.<\/li>\n\n\n\n<li>80 plans drafted by Enhance last month to help speed up the issuing of plans and 3 additional EHCP partners have been recruited to speed up the issue of older plans.<\/li>\n\n\n\n<li>Important there is a balance between addressing the 20 week criteria to ensuring other families are not left waiting longer than they would otherwise have been.<\/li>\n\n\n\n<li>New SOPs and iDot system improving information flow.<\/li>\n\n\n\n<li>Decision making more rigorous: approval rate reduced from 62\u201370% to 45\u201350%.<\/li>\n\n\n\n<li>Some delays due to securing school places.<\/li>\n\n\n\n<li>Concerns raised about inconsistent inclusive practice in schools.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"ehcp-quality-assurance-findings\">EHCP Quality Assurance findings:<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Parent carers will join the multi-agency audits from April.<\/li>\n\n\n\n<li>Audit results: 0 green, 11 amber, 5 red.<\/li>\n\n\n\n<li>Common issues: weak \u201cAll About Me\u201d sections, inaccurate health information, overly long or duplicated parental views.<\/li>\n\n\n\n<li>Template criticised for readability and structure.<\/li>\n\n\n\n<li>Next steps include: no plan issued without health information, increased training and improved attendance at QA meetings.<\/li>\n\n\n\n<li>Donna Manson highlighted major concerns: 40% incorrect primary need, 25% plans not requiring an EHCP, pointing to training needs.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"actions-1\">Actions:<\/h3>\n\n\n\n<ol class=\"wp-block-list\">\n<li>MG \u2013 EHCP QA update to be provided to the board in three months\u2019 time.<\/li>\n<\/ol>\n\n\n\n<article class=\"wp-block-group is-layout-flow wp-block-group-is-layout-flow\">\n<h2 class=\"wp-block-heading\" id=\"6-send-transformation-programme-progress-report\">6. <strong>High Needs Banded Funding Framework<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Board asked to endorse updated Banding framework, including funding values, phased implementation from April 2026, and development of Band 10+ route.<\/li>\n\n\n\n<li>Widely welcomed by schools<\/li>\n\n\n\n<li>Based on modelling of 73 moderated cases this is estimated to cost the council an additional \u00a33.8m<\/li>\n\n\n\n<li>PCFD stressed need for clear communication with families.<\/li>\n<\/ul>\n\n\n\n<p><strong>Key decisions:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Board was unable to formally approve the framework due to national funding constraints, ongoing DfE assurance requirements and local governance processes. However, the Board endorsed the proposed framework.<\/li>\n<\/ul>\n<\/article>\n\n\n\n<article class=\"wp-block-group is-layout-flow wp-block-group-is-layout-flow\">\n<h2 class=\"wp-block-heading\" id=\"df-e-nhse-agreed-delivery-targets\">7. SEND Joint Strategic Needs Assessment<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A 500 page report is being condensed to an executive summary; date for release TBC.<\/li>\n\n\n\n<li>Small updates have been made following earlier Board discussion.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"action\">Action:<\/h3>\n\n\n\n<p>\u2022 KK \u2013 To circulate JSNA Executive summary once completed.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"8-df-e-schools-white-paper\">8. DfE Schools White Paper<\/h2>\n<\/article>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Devon received a letter from DfE requesting a Local Area Reform Plan, with a draft due mid May.<\/li>\n\n\n\n<li>This will require extensive cross-agency data and collaboration; early work is underway with the ICB.<\/li>\n\n\n\n<li>The next Board meeting will occur two weeks before the submission deadline.
