Supported Living Placement Costs

1. Please provide the name, email address and telephone number of the commissioner with responsibility for placements in supported living.

We consider this information is exempt under Section 40(2) of the Freedom of Information Act (Personal Data).

Devon County Council are not obliged to provide information that is the personal information of another person if releasing it would contravene any of the provisions in the Data Protection Act 2018.

In this instance we believe that the release of this information would contravene the first data protection principle and therefore Section 40(2) is applied.

2. Please provide the total number of adults (aged 18-64) with learning disabilities (LD), autism (ASD), and mental health (MH) needs funded by the Council and receiving long-term care in supported living settings. Please provide data for the last financial year 2020/21.

a. How many are placed in area (i.e. within the Council boundary)?

579

b. How many are placed out of area (i.e. outside the Council boundary)?

8

Please note due to current reporting methods we are unable to identify whether these support services are short or long term

3. Please provide the number of New joiners and Leavers of adults (aged 18-64) with LD, ASD and MH needs in long-term supported living settings. Please provide data for the last financial year 2020/21.

4. Please provide a list of providers of supported living services used by the Council to place adults (aged 18-64) with LD, ASD and MH receiving long-term care. To clarify, this does not include sole providers of accommodation, such as Housing Associations; only registered care providers. Please refer to this supported living providers spreadsheet.

a. Please provide, for each provider, the number of adults aged 18-64 with LD, ASD and MH funded by the Council in long-term supported living placements.

Please refer to this supported living providers spreadsheet.

Please note, an * denotes information that, if disclosed, would contravene the first data protection principle of the Data Protection Act 2018, by making the adults identifiable. As such, Section 40(2) of the Freedom of Information Act (Personal Data) is applied, and this information is exempt.

Please also note due to current methods of reporting we are unable to identify whether these support services are set up for the short or long term.

b. Please provide total expenditure with each provider related to long-term placements in supported living for adults aged 18-64 with LD, ASD and MH.,

Devon County Council believes compliance with this request would exceed the appropriate costs limit under section 12 of the Freedom of Information Act 2000 which is £450 or 18 hours of officer time. This is because we do not hold the figures as accessible data, and to extract the information would require a manual check of each care record.

5. Please provide the average weekly fee the Council pays to providers of long-term care in supported living settings for adults (aged 18-64) with LD, ASD and MH.

£860.27

Please note this weekly average reflects the average total service costs not Supported Living services only and also due to current reporting methods we are unable to identify whether these support services are short or long term.

6. Please provide the number of adults (aged 18-64) with LD, ASD and MH needs in supported living with fees per week of:

a. Less than £500 – 177
b. £500 to £749 – 115
c. £750 to £999 – 103
d. £1,000 to £1,249 – 85
e. £1,250 to £1,499 – 31
f. £1,500 to £1,999 – 31
g. £2,000 to £2,499 – 24
h. £2,500 or more – 13

Please note our records reflect the total weekly package cost (all services received) not Supported Living only as of 2020/21 due to current total services fee reporting.

7. Please provide the (a) highest, (b) lowest and (c) average hourly rate the Council pays to providers of supported living services for adults (aged 18-64) with LD, MH and ASD.

DCC do not hold this information. Our clients living in Supported Living environments, are eligible to a range of services, such as Day Care, Enabling, Domiciliary Care, etc. Consequently their overall package of care is reported as a weekly total. An hourly rate across different services and time periods, would not be possible and is not recorded as such.
