Temporary obstructions safety requirements and policies

Please confirm what requirements Devon Highways team has for ensuring the safety of vulnerable road users when approving orders for temporary obstructions to the highways (roadworks, scaffolding, skips, etc)?

This is particularly in regard to:
Minimum widths
Safe access for wheelchairs / buggy users
Obstructions of cycle networks
Cyclist provision through temporary lane closures

What policies does the council have for monitoring and enforcing these requirements?

In terms of road works, all works promoters are required to follow what is provided in the:

  • Traffic Signs and General Directions Regulations 2002
  • Traffic Signs Manual (Chapter 8 – Road Works & Temporary Situations)
  • Code of Practice for Safety at Street Works & Road Works
