School admissions, census, forecasts and feasability data

Please provide the latest available Number on Roll (NOR) data from the Spring 2020 School Census, showing the number of pupils in each year group at each school.

The Department for Education (DfE) publish this data on line and there is a school level underlying data spreadsheet that can be downloaded.

Please provide copies of all of the primary and secondary school annual allocations statistics for these schools since 2013.

Allocations for Primary 2013 to 2020 inclusive.

Allocations for Secondary 2013 to 2020 inclusive.

Note; a tab for each year, PAN – Published Admission Number.

Please provide the latest available school forecasts for this education authority, showing the number of pupils in each year group at each school (or for their respective school planning areas if individual school forecasts are not available), these are likely to be the forecasts which were prepared by this education authority in the summer of 2020.

We prepare the forecast module in spring each year, so the latest available forecast is from Spring 2020 and is available on our webpages: https://www.devon.gov.uk/supportforschools/administration/school-census

Note: Open the ‘Pupil Forecasts’ link on the web page. Then open the accompanying spreadsheet in a desktop copy of Excel so that the information can be filtered by school.

Please provide the full Net Capacity Assessment form for each school for this education authority, or if the school is now an academy, the most recent form which this education authority holds.

Full Net Capacity Assessment data

Please provide data for each year since 2013 showing (a) how many places have been allocated at each school to out of catchment/out of area children (detailing from which other schools’ catchment areas) and (b) how many places have been allocated at each school to children living outside this education authority’s area (indicating which area outside of this education authority’s area they were living in when applying for a place).

Devon County Council does not record this historic data in a manner that can be easily extracted from our systems. Therefore, in order to provide an answer we would have to review each individual student record to confirm their catchment area.  We estimate that to carry out this exercise per individual student record would take 5 minutes.  Therefore to conclude this exercise for all students over the past 6 years (some 18,000 records) would take more than 18 hours to complete.

Under the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 public authorities are not obliged to comply with requests which exceed the cost limit of £450 (equating to 18 hours of time).  For this reason we believe that Section 12 of the Freedom of Information Act applies (cost of compliance exceeds the appropriate limits).

Please provide copies of any feasibility studies undertaken within the past 5 years to add capacity at any of these schools (whether this capacity has been added or not); please confirm how many school places these schools will have as a result and when these places will be available; and please confirm the capacity details of any new schools to be opened in this education authority’s area within the next 5 years.

Devon County Council does not record this data in a manner that can be easily extracted from our systems.  Therefore, in order to provide an answer we would have to contact 371 schools. We estimate that to carry out this exercise per school would take 5 minutes. Therefore to conclude this exercise for all 371 schools would take approximately 31 hours to complete.
