a) Issue fines to households
b) Issue warnings to households
c) Employ officers to monitor recycling bins
d) Refuse to collect waste that is incorrectly recycled or contaminated

In response to questions 2, 3 and 4 above, please be advised that Devon County Council is not responsible for the collection of household refuse. This is a function of district and unitary councils in Devon.
