Parking tickets – numbers, locations and challenges – 2017-2020

I would like to request the following data, by month for 2017, 2018, 2019, 2020.

– Number of parking tickets allocated by DCC in the County boundary

This information is available online in our annual parking reports

– Those of which were allocated to vehicles parked in loading bays

– All loading bay tickets that were allocated to delivery partner (i.e working for UberEats, Deliveroo, JustEat)
– Of those delivery partner tickets how many were challenged
– Of those challenged tickets, how many were successful
– Of those tickets how many were declined and had to pay the £35 in 14 day, or £70 after

In response to the further questions we can confirm the following information:

There are two different contravention codes used, dependent on whether a bay is Loading Only for any class or type of vehicle (code 25) or specifically  for Goods Vehicle Loading Only (code 23)

The annual totals for these contraventions in loading bays are as follows:

The overall total for the four years is therefore 20,547.  To provide a further breakdown, as requested, eg by month or the nature of the driver, would require a detailed review of each ticket held.   This would require, say, 10 minutes per ticket, and therefore a total time of 3,425 hours.  This is in excess of the appropriate limit of 18 hours and we are therefore not obliged to provide this information pursuant to s.12 of the Freedom of Information Act 2000.
