Deprivation of Liberty and children and young people

1)How many children and young people have been placed on Deprivation of Liberty orders for each of the last five financial years (including 2018/19)? Please also provide a total across the period.

We hold the information to answer Questions 1-4 but as disclosure may identify individuals and therefore breach their Data Protection rights we consider that disclosure would not be fair or lawful and it is therefore exempt under the Freedom of Information Act 2000 Section 40(2) Personal Data. That exemption is absolute meaning we are not required to carry out a public interest test.

2/ How many children and young people have been placed on Deprivation of Liberty orders who are Looked After Children for each of the last five financial years (including 2018/19)? Please also provide a total across the period.

3/ How many children and young people have been placed on Deprivation of Liberty orders when concerns relate to mental capacity under the Mental Capacity Act for each of the last five financial years (including 2018/19)? Please also provide a total across the period.

4/ How many children and young people have been placed on Deprivation of Liberty orders for each of the last five financial years (including 2018/19) primarily because of concerns about the child or young person going missing and which do not relate to mental capacity. For clarification, this will typically be when the young person is involved in child sexual exploitation or ‘county lines’ criminal exploitation. Please provide a total.
