Definitions of non-residential social care services

- used in applying the Charging Policy

For: Older people, People with physical/sensory disabilities, People with learning disabilities and Adult mental health services (18-65 years) - (effective from 14 Jun 04)

1. Day Care:

A service provided during the daytime at or from a centre, often permanently staffed, open or available all day, frequently offering a range of services to assist with daily living, for example assisted bathing, hairdressing, chiropody, convenience shopping, health service clinics, advocacy. Activities and hobbies may also be undertaken as negotiated with service users, for example games, reminiscence therapy, music therapy, gardening, IT skills. Therapeutic work may be available. Transport may be provided.

Day Care for people with severe mental health problems may occur within a specialist Unit or residential care home setting. It is distinguished from a drop-in service by the fact it take place on designated days, between designated times and at a specified location and is commissioned through an Individual Service Contract.

Charges: A flat rate charge plus assessed charge will apply to this service.

Variations on day care exist where people often with a physical/sensory or learning disability or mental health issue may be attending a centre as day care or day opportunities but preparing meals for themselves, taking in their own refreshments or using a Café within the day setting. In this case the meal/beverage charge will not be levied as part of the flat rate charge. The assessed charge will apply to this service.

2. Assisted bathing:

- when included in a care plan will be provided as part of day care and will not be a chargeable service.

3. Luncheon Clubs:

A service provided during the daytime at a centre, may be permanently staffed and is regularly available (for example 2 days per week). A meal is taken but no other services are usually available or provided. The service is limited to a relatively short duration, approx 2 hours attendance. Transport may be provided.

Charges:

A flat rate charge only will apply to this service.

4. ‘Morning’ / ‘Afternoon’ Groups / Drop-Ins:

These groups are provided at a centre, could be limited but regular in their availability (for example 1 or 2 periods a week). The service is usually limited to a relatively short duration, approx 2 hours attendance. Services provided could include lunch, speakers on items of interest, games or other activities and hobbies as negotiated with service users, or targeted at health related issues such as falls prevention. Peer support may also be a feature of these services.

A flat rate charge only will apply to this service.

5. Drop-in Service (Adult Mental Health):

Drop-in centres are a key element in supporting an individual treatment plan, and support people who are experiencing or recovering from severe mental illness. Delivery settings include premises owned or/rented by the service provider and increasingly the use of community facilities where people can meet informally for example. cafes, leisure centres, community centres.

Some centres provided treatment and structured therapeutic activities, benefits and employment advice surgeries.

Access to Drop-in Centres is flexible, as and when people require them. Usage may vary from 10 minutes to a full day and take place irregularly. Drop-ins can act as a gateway to accessing other community facilities.

Health and social services jointly provide some services and it is not possible to distinguish which agency is funding which individuals. This creates an added complication in respect of charging policy.

It is recommended that only flat rate charges be applied in respect of individuals using these services (where applicable). Standardised Contracts are currently being developed and these will address the issue of flat rate charging in line with County Council policy.

6. Enabling/Support Service:

This service is normally delivered on a one-to-one basis in the home or community of the person being enabled or supported. This service is normally time limited designed to achieve a specific outcome(s), however some enabling services are of a long term nature. Where appropriate Supporting People grants must be accessed for these services.

Charges:

This service will be charged at the domiciliary care rate (£10.48 per hour subject to financial assessment).

7. Work Preparation:

A service provided often in partnership with other agencies, for example Colleges of Further Education, Job Centre Plus, and through a progressive, time limited programme individually tailored using a person-centred approach.

No charge will be made for this service.

8. Outreach (Mental Health):

Provided as part of the individuals' treatment and recovery plan. Involves individual support with practical problem solving, support to engage in community, education and work related activities and support to establish personal networks.

Aims of outreach intervention will be defined within the care plan, be time limited, goal orientated and subject to review. The service may be provided by a variety of workers including staff employed by social service, health and voluntary organisations BUT DOES NOT INCLUDE INDIVIDUALLY CONTRACTED EXTERNAL SERVICES WITH THE VOLUNTARY OR INDEPENDENT SECTOR.

Charges:

No charge will be made for this service.sing from activities undertaken. No additional charges would be made for this service.
