Actions to Improve Performance (2004 - 2005)

1. Access to Services - Ensuring that transport provision, as a means of providing access to services, is cost effective, appropriate and consistently meets quality standards

Pursue a Risk Management Approach on all Transport
  • Introduce wheelchair disc scheme.  
  • Replacement of wheelchair clamps with 4-point webbing.
Social Services/ Health integration - formation of, and building on, a joint DCC / Health Transport Partnership.
  • Partnership begins work (April 2004.)
  • Complete a joint SSD / Health review of all networks (November 2004).

Regular transport - ensure that it is cost effective and that all opportunities for cost reduction are achieved while maintaining standards.

  • Complete review of all networks with maximum use of joint working (rolling programme).
  • Continue to monitor and review transport provision through Transport Co-ordination Service (TCS) commissioning and review process (ongoing).
One-off transport - ensure effective provision of all one-off transport requirements.
  • Trial alternative methods of commissioning transport in trial area(s) (April 2004).
Community Meals - achieve optimum service balancing the needs of service users with new meals provision now available.
  • Review of (a) meals provision, (b) transport and delivery options (to be completed by Oct 2004).
Direct Payment Trial - charging service users for services including transport.
  • Monitoring and review of trial.

2.Medium Term Strategy to 2008

  • Provision of safe transport by pursuing a Risk Management Approach jointly with Transport Co-ordination Service (TCS) and Social Services Health & Safety Section.
  • Lower costs or enhanced provision at same cost to achieve an optimum, fully effective transport network for both Health and Social Services.
  • Optimum arrangements achieved via cost effective solutions and service standards. Maintained through regular TCS review/ monitoring of all arrangements.
  • Enhanced TCS role in managing/monitoring/ reviewing transport commissioning and provision by testing "network contracts" by TCS.
  • More cost-effective service, better choice for service users achieved through investigating all options and implementing new system of provision and delivery.
  • Effective contribution towards service costs by carrying out a trial and full assessment of impact.
