The Crime and Disorder Act 1988 places a duty on the Police, Devon County Council and Devon District Councils to work together to reduce crime, disorder and improve the safety of communities within the county. The Act recognises that sustained improvements are only likely to be a achieved through the formation of partnerships between the Police, local authorities and local communities.

The Act requires the Partners to produce a strategy every three years, aimed at reducing crime and improving safety in order to promote "the economic, social and environmental wellbeing of their areas.." In developing that strategy an audit of crime and disorder in the county is required and consultation is needed to obtain the views of local people. These strategies were published in April 2002 following an audit of crime and disorder issues and consultation with local people and all agencies.

Improving safety is shown in public opinion surveys to be one of the highest priorities and as such is one of the primary aims of the County Council to address. Despite this public concern Home office crime statistics place Devon in the top 10% safest areas in the country.
