Delivering our plan

People, money, property, technology, information and effective partnership working are essential requirements for the successful delivery of our plan.  

People

We are reorganising the way we work to make sure that we can deliver our plan effectively and efficiently and that every member of staff is clear about the contribution they will make.

For each of our priorities and supporting strategies, an Executive Member and Chief Officer will be responsible for overseeing performance; ensuring that robust plans and clear officer accountabilities are in place to deliver each of the strategies; and keeping track of progress towards our objectives and targets.  Responsibility for overseeing the delivery of the strategic plan as a whole will rest with the Leader of the Council and Chief Executive and a corporate business plan will be produced each year setting out the priorities for the year ahead.  

Our Overview & Scrutiny Committees will monitor progress with the delivery of the plan to make sure we remain on track.

Our county committees will make sure that our plan is translated into action that will improve the quality of life of local communities throughout Devon.

Money

We will never have enough money to do everything we would like to do. The government decides how much funding we will get each year and in recent years other parts of the country have been given greater priority for funding than Devon. This has resulted in a significant gap between what we need to spend to maintain and improve our services and the amount we receive from the government. The council tax payers of Devon have funded this shortfall in previous years but we recognise the need to set council tax at an affordable level.  We will give priority to the delivery of our strategic plan when deciding how our limited funding is used and we will seek to fund many of our improvements by becoming more efficient and securing access to funding from other sources.

Property

We need high quality, accessible and greener buildings to deliver many of our services and achieve the objectives and targets set out in our plan.  We will work with partner organisations to make sure we have the right buildings in the right place to meet the needs of our communities and identify ways of using our property differently to save costs and release funds for service improvements.

Technology

We will invest in new forms of technology where this will help us deliver our plan and work more efficiently.  We will also encourage greater use of technology by Devon’s citizens and communities to provide easier and more convenient access to services, better communication and an improved quality of life.
