Councillor Alan Connett has been elected as Devon County Council's local Member for Exminster and Kenton.
Cllr Connett (Liberal Democrat) was elected with 1,969 votes, ahead of Francine Tullis (Conservative) who gained 1,182 votes.
The Leader of Devon County Council, Cllr Brian Greenslade welcomed Cllr Connett, saying:
"This was a by-election which generated considerable interest from residents. Congratulations to Alan Connett and his team on his election. Alan will bring a wealth of experience to the County Council."
Councillor Connett said:
"I'm delighted to have won the county seat in what was a hard fought contest which resulted in a very good turnout of over 42%.
"Knocking on the doors of local residents, I now have a list of issues and concerns that I will be working through. These include tackling speeding traffic in our villages, the continuing concerns about anti social behaviour and seeking to improve local youth services for young people. "
The by-election was called after the sudden and tragic death of Councillor Brian Berman in September.
