Alternative Portfolio of Services to Schools
Devon County Council, on behalf of its schools and the schools within Torbay Council and members of the Devon Procurement Partnership, wishes to receive expressions of interest from suitably qualified and experienced service providers. No more than 10 providers for each service but preferably more than 5 will be invited to the second stage of the selection process. From this, a maximum of 5 providers for each of the service areas listed below will be selected for a 4 year framework agreement which will commence on 1 April 2008.
The award criteria will be the most economically advantageous tender.

Devon County Council Information
Devon (excluding Plymouth and Torbay) has a population of 724,000. Of this number, 161,000 are aged between 0 and 19. (Source 2001 census)
Pupils within Devon’s schools total 97,833. (Summer 2006)
In April 2007 Devon will have:
- 317 Primary Schools
- 37 Secondary Schools
- 10 Special Schools
- 2 Nursery Schools
- 7 Pupil Referral Units

Devon is a very rural county with a large number of market and coastal towns. This means that a significant number of its primary schools are small in size:
- The primary schools range in size from 13 to 509 pupils.
- There are 236 primary schools with a roll of 200 or less.
- There are 146 primary schools with a roll of 100 or less.
- There are 43 primary schools with a roll of 50 or less.
- The secondary schools range in size from 395 to 2,513 pupils. (Autumn 2006)
Torbay Council Information
- Torbay covers an area of just under 25 square miles.
- Torbay has approximately 27 miles of coastline with 20 public beaches.
- The average age of residents in Torbay is 43.5 years; higher than the national average of 39.0 years.
- Around 20% of Torbay’s resident population live within an area in the top quartile most deprived in England.
- Torbay is the 10th most populated local authority in the South West while at the same time being the 8th smallest in area.

Both Devon and Torbay have a good range of in-house service provision and a policy to expose these to competition in order to generate choice for its schools.
What are we doing?
The Alternative Portfolio identifies for schools providers who can offer work to at least the same standard as current in-house services.
In September 2006 a first tranche of alternative provision was offered to schools, covering Caretaking & Cleaning provision, Media & PR services, Web Design and Supply Teaching.
