*29 Minutes

RESOLVED that the minutes of the meeting held on 25 September 2006 be signed as a correct record.

*30 Tiverton Parkway

(An item taken under Section 100B (4) of the Local Government Act 1972).

The Chairman had decided that the Committee should consider this item as a matter of urgency in order that it can be apprised of the latest position in respect of parking proposals at the rail way station.

The Committee noted that proposals for additional spaces were being developed by the Deputy Director for report to the Executive and this Committee.

31 Blundell s Road: Speed Reduction

(An item taken under Section 100B (4) of the Local Government Act 1972).

The Chairman had decided that, at the request of Councillor Mrs Holloway, the Committee should consider this item as a matter of urgency in order that the Committee might consider a request for a traffic order for a 20 mph speed limit on this road.

The Area Engineer (East) reported on the recent review of County Council policy in accordance with national guidance in respect of the criteria for 20mph limits, which related to local pedestrian activity and indicated that he would investigate the proposal.

*32 School Travel Plans in Mid Devon

The Committee considered the report of the Area Engineer (East) (EEC/06/45/LSO) on school travel plans in Mid Devon and received a presentation from Ms M Deacock Road Safety Officer (East and Mid Devon). The report and presentation covered County Council sustainability/environmental and safety objectives, the processes involved in developing a School Travel Plan led by individual schools, the encouraging progress of Plans in the East and Mid Devon schools, capital funding available for schools for onsite facilities, review and continual development of plans and the good working relationship and partnerships between the Council, schools and police.

It was MOVED by Councillor Berry, SECONDED by Councillor Lee and

RESOLVED that safety based highway improvements identified within School Travel Plans be supported in order to promote safe walking and cycling to school.

*33 Devon Local Transport Plan Scheme for Formal Approval

A377 High Street, Crediton Air Quality Management

The Committee considered the report of the Area Engineer (East) (EEC/06/46/LSO) on proposals for the installation of two new bus lay-bys, relocation of an existing build out, the provision of additional loading bays together with associated signing and lining works along the A377 in Crediton to improve the air quality in the Town by reducing, where possible traffic queues in the High Street.

Members discussed the need for further discussions between both local authorities about aspects of the proposals prior to advertisement and the implications for air quality management.

Councillor Haydon MOVED, seconded by Councillor Berry and


(a) the scheme to construct an new bus bay adjacent to the war memorial in Union Road, and for the existing footway build out in High Street near the junction with Searle Street to be relocated be approved as shown on drawing numbers HPE 91782A_001 and HPE 91782A_002;

(b) that the County Council local member and the three Crediton Town Mid Devon District Councillors meet with the Area Engineer to consider the proposals to construct a new bus bay at St Lawrence Green and to amend the waiting and loading restrictions in the High Street, Crediton and that authority to approve any agreed proposals, to advertise the appropriate Orders and to make and seal the Order if no significant objections are received, be delegated to the Area Engineer.

*34 Exeter Road, Crediton

The Chief Assistant Engineer reported on the latest position and options in respect of the existing Road Closure Notice to facilitate utility services in respect of an adjoining housing development. The County Council at the same time would also take the opportunity to carry out highway maintenance works, and arranged for co-ordination of other utility works on the A377. Depending on the outcome of further geological investigations by the utilities there appeared to be a possibility of field work negating the need for a 4 week road closure planned for 28 January, and thus allowing the road to be kept open with temporary traffic lights with possible closure on two successive Sundays only for resurfacing works in Exeter Road. The results of the geological investigation would not be known until early to mid January and depending on the outcome consideration could be given to withdrawal of the Closure Notice at that stage.

The Committee noted the position.
