*54 Election of Chairman

It was MOVED by Councillor Hull, SECONDED by Councillor Rogers and

RESOLVED that Councillor S. Hughes be elected Chairman for the ensuing year.

*55 Election of Vice-Chairman

It was MOVED by Councillor Channon, SECONDED by Councillor Wragg and

RESOLVED that Councillor Giles be elected Vice-Chairman for the ensuing year.

*56 Minutes

RESOLVED that the minutes of the meeting held on 26 March 2007 be signed as a correct record subject to:-

A request that the inclusion of the following words be added to minute 51 of 26 March 2007 within the Area Engineers report, to increase the understanding of the discussion that took place, from Mr Linsley, resident of St Clare s Close, Seaton.

That Seaton Town Council had reviewed their decision and had proposed, after full discussion, that they now agree to the waiting order to impose No Waiting at any time restriction in St Clare s Close.

Mr Linsley testified to the concerns of all resident in St Clare s Close plus St Clare s Adult Education Centre, that safety measures were highlighted. Due to on road parking, the visibility, accessibility and manoeuvrability of traffic was badly affected due to the narrow road widths and technical inconsistencies.

*57 St Clares Close, Seaton (Minute 51/26 March 2007)

The Area Engineer reported on the site visit to St Clare s Close, Seaton, on Friday 11 May 2007 carried out by the Chairman, Vice Chairman and Police.

The Committee discussed the issues raised and the consequences of restrictions of No Waiting at Any Time within the close. Members discussed whether there was other ways of stopping drivers from using the Close for parking all day, by using time restrictions, in order that visitors to the houses in the close could still park for short periods. It was felt however that the junction of the close needed total restriction of parking as the entrance became too narrow for a car entering the close if there was one exiting. Also the disabled parking for the Adult Education Centre became difficult to use if cars parked on the road opposite.

It was MOVED by Councillor Button, SECONDED by Councillor Boote and

RESOLVED that No Waiting at Any Time restrictions be implemented as advertised in St Clares Close from the junction with Fore Street to the rumble strip, but that the restrictions for the rest of the St Clare s Close be relaxed to No Waiting between 12midday and 2pm .

*58 On Street Parking Charges

The Committee considered the report of the Area Engineer (East) (EEC/07/156/HQ - text only | pdf EEC/07/156/HQ) on the changes recommended to on street parking charges. Members noted that the charges were seasonal whereas one of the adjacent District Council car parks in Exmouth charged all year round. Members were also concerned that the Maer, Queens Drive, Exmouth had 24hour parking which encouraged people away from official camping sites to stay overnight in camper vans.

It was MOVED by Councillor Taylor, SECONDED by Councillor Rogers and

RESOLVED

(a) that the changes to the on street pay and display charges as shown in Appendix 1 are agreed for advertising by Notice and that they are implemented as soon as is practicable with the exception of The Maer, Queen s Drive, which should be amended to 5.00 for parking over 240 minutes up to 24 hours.

(b) that consideration be given to making the on street charges in both Sidmouth and Exmouth all year round as part of the introduction of Civil Parking Enforcement. .

*59 West Hill Road Footway

The Committee considered the report of the Area Engineer (East) (EEC/07/157/HQ - text only | pdf EEC/07/157/HQ) regarding the scheme to provide a missing link footway on West Hill Road in Ottery St Mary. It was reported that currently no decision has been taken as to which of the two identified options would be recommended. There are some issues to be dealt with regarding land purchase which will be followed up and would be discussed with the Local Member.

It was MOVED by Councillor Rogers, SECONDED by Councillor Giles and

RESOLVED that the report be noted and that negotiations continue for the purchase of land for Option B, to enable construction of the scheme next financial year if funding is available.

*60 Actions taken under Delegated Powers

The Committee considered the report of the Area Engineer (East) (EEC/07/158/HQ - text only | pdf EEC/07/158/HQ).

It was MOVED by Councillor Nicholson, SECONDED by Councillor Boote and

RESOLVED that the report be noted.
