2. Minutes of the meeting held on 8 October 2009 (Page 1).

3. Items Requiring Urgent Attention

Items which in the opinion of the Chairman should be considered at the meeting as a matter of urgency.

4. Cabinet decision Possible Acquisition of Part of Rolle College, Exmouth (Cabinet Minute *43 of 22 September 2009): Call-in deferred from 8 October meeting of CYPS Scrutiny

In accordance with Article 17.0 of the Constitution, the Chairman has called in the following decision by the Cabinet:

that the Council indicate to the University of Plymouth that it is no longer interested in acquiring this site.

Joint report of the Executive Director of Children Young People s Services and County Solicitor (CS/09/7 - text only | pdf supplementary information CS/09/7) (page 3), as submitted to the Cabinet on 22 September 2009 and the minute relating thereto (page 7).

The Cabinet also considered from the Exmouth Community Association, copies of which were circulated at the meeting, supporting the principle of purchase of Rolle College by the Council, and asking for further consultations on detailed proposals for the use of this site before any final decision on purchase was made.

The Cabinet also noted that Exmouth Town Council (Regeneration and General Purposes Committee) had similarly made representations that this matter be deferred pending a full assessment of the issues, preferably involving the Town Council.

The Cabinet s decision is recorded as being taken in the light of the reservations and lack of progress identified in the report and the consequent difficulty in maintaining a compelling case for the acquisition of the Rolle College site.
