11. DAWRRC Glass Contract (Eunomia/Devon Procurement Services Presentation)
Executive Director of Environment, Economy and Culture to report.
At the February meeting of this Committee, members considered a report by the Executive Director of Environment, Economy and Culture (EEC/09/27/HQ) on the issues involved in the transport of glass and paper to reprocessing facilities by rail or other alternatives to the current road haulage arrangement.
The report referred to advice being sought from WRAP on the carbon emissions created when transporting recyclable material by rail, sea or air.
Minute 138 recorded the resolution made as follows:-
(a) that when renewing haulage contracts to reprocessors, alternatives to road transport be considered as a priority requirement and tenderers be obliged to state the carbon balance of their proposal;
(b) that the use of alternatives to road haulage be further explored and discussions take place with other south west waste authorities regarding a collective approach to the sustainable transport of recyclables, with a report thereon being submitted to the next meeting in July 2009;
(c) that the current transport contract for glass, which is due to expire on 31 July 2009, be extended for a further three months (subject to Devon Procurement Services approval) to enable any policy changes to be taken into account in the letting of the new contract.
The Bristol Consultancy Eunomia will make a verbal presentation to the Committee.
