Temporary Traffic Regulation Orders (Road Closures)

Temporary Traffic Regulation Order (TTRO) for Public Rights of Way

Who can apply?

Anyone can apply for a Temporary Traffic Regulation Order (TTRO) for works because:

  • the works are to be carried out on or near the public right of way or bridleway;
  • of the likelihood of danger to the public,
  • of serious damage to the public right of way or bridleway that needs repairing.


How much notice is needed?

For Planned work  - A minimum of 3 months notice is required to introduce a temporary traffic order.

For Emergencies – There will be occasions when a road needs to be closed with little or no notice by the Police or Highway Authority.

In the event of an emergency closure due to a burst water or gas main it is essential that the Devon County Council’s Highway Operations Control Centre is notified immediately on 01392 383329


How much will it cost?

  • for planned works - a temporary traffic order costs £700 and can apply for up to 18 months
  • for emergency works - a temporary traffic notice costs £200
  • other charges may apply - see guidance notes for more details
