Section 50 Street Works Licence

How do I apply for a Section 50 Licence?

There are two types of section 50 licences: -

1 - Licence for excavation

For carrying out street works that require excavation in the public highway (e.g. such as placing a new apparatus like a sewer pipe or repairing  an existing apparatus like a collapsed sewer pipe).

2 - Licence for non-excavation

For carrying out street works that do not require excavation in the public highway (e.g. such as placing a temporary piece of equipment like a traffic counter or lifting a manhole cover with traffic management).

What will a licence cost?

  • Place a new apparatus in the highway £390
  • Repair an existing apparatus £270
  • Place a temporary traffic counter or CCTV camera £55
  • Inspect or CCTV survey a sewer with traffic management £55

Please note that there is no VAT to add to these prices.

How do I get an application?

Licence for excavation - Please print off the documents below.  Read the Notes for Guidance provided (SWL1). Then complete the application in full. Please note that the SWL6 forms must be sent and we do not need to see their plant enquiry responses.

Licence for non excavation - Please print off the documents below.  Read the Notes for Guidance provided (SWL1) Then complete the application in full.

How much notice do I need to give for a Section 50 licence

All complete applications must be received at least one

month in advance of the proposed start date of the works.  However 3 months notice must be given if a road closure is required.  If you feel that the work is an emergency (will cause danger to life or damage to property) please contact the Traffic Managers Unit on 01392 382085.

Where do I send my completed application?

The relevant completed application should be sent along with all supporting documents and fee to Devon County Council, Highway Management, PO BOX 494, Newton Abbot, TQ12 9GL.
