Vehicle Crossings or Dropped Kerbs

If you wish to build or widen a dropped crossing over a pavement in order to park your vehicle on your property, you may need planning permission from your  Local District/City Council  Please check with them first as you will be asked to provide a letter from the District Council with your application.

You must get agreement from Devon County Council before you do anything on the highway. Digging in the footpath or road, without lawful authority is an offence under the Highways Act and may result in prosecution.

Please read the Conditions and Notes for Guidance image - PDF icon (67KB - pdf help) before you complete the application form.

You have the choice of asking Devon County Council to carry out the work on your behalf and we will provide a quote, or you can employ your own contractor, but they must have the necessary accreditation and be approved by Devon County Council.

All crossings must be built in accordance with the Typical Construction Specification image - PDF icon (22KB - pdf help) There may be occasions when a more substantial construction is required and you will be advised of this when you apply.

When you are ready to start the process, please print off and complete the VC2 Vehicle Crossing application form image - PDF icon (38KB - pdf help) and post it to your nearest Area Highway Management Office who will then be in contact with you to complete the application process.

A non-refundable fee of £90.00 is required to cover the Council’s costs for processing your application and inspecting the site. A cheque for this amount, made payable to Devon County Council, should be included with the completed application form. If you employ your own approved contractor to carry out the work, there will be additional inspection costs of £110.
