New Residents Parking Zones in Exeter

Background

There are already a number of existing residents parking schemes around the centre of Exeter which were mainly introduced in the early nineteen nineties. They have worked with some success to the advantage of residents and other permit holders, with access to on-street parking with the areas limited to these groups.

However, the problem of displaced commuter parking to adjacent unrestricted areas has been recognised. Also, a long list of possible new schemes, compiled in response to local requests exists, and would take a number of years to deliver if an incremental approach to delivery was adopted.

In recognition of the problem of commuter displacement and incremental delivery, the Exeter Highways and Traffic Orders Committee [HATOC] resolved at its meeting in September 2005 that:

“Residents parking zones be progressed urgently by concurrent implementation within the band around the core central area of Exeter.”

The proposed areas to which residents parking is now being expanded extend to a distance considered to be beyond comfortable walking distance for most commuters.

On completion of this current exercise other areas adjacent to bus routes or outlying employment areas will be considered for restrictions to prevent inappropriate parking by commuters to the detriment of residents.
