Parking on the highway is allowed where it will not cause obstruction to other road users (including pedestrians and cyclists). There are no "rights" to park outside your own house or even in the same road.
Traffic Regulation Orders are in place to control on-street parking to ensure that there are minimal problems with traffic movements.
