Welcome to Devon County Council’s Parking Information pages. Devon County Council works in partnership with its eight District Council’s in Devon, to operate a Civil Parking Enforcement Scheme for all on-street waiting and parking restrictions.
Parking on the highway is allowed where it will not cause obstruction to other road users (including pedestrians and cyclists). There are no "rights" to park outside your own house or even in the same road.
Traffic Regulation Orders are in place to control on-street parking to ensure that there are minimal problems with traffic movements. A Traffic Order can also introduce pay and display parking in order to manage short term parking, usually in town centres. Details on Traffic Regulation Orders can be found here. Devon County Council and the District Councils hope that by enforcing parking regulations motorists will be more inclined to park safely and legally reducing any danger or inconvenience to other road users and pedestrians every day.
Civil Enforcement Officers (CEO’s) conduct enforcement patrols daily on most principal roads, including all public/ bank holidays.
Parking incorrectly, such as on double and single yellow lines, in a bus lane, across cycle lanes or in residents' parking bays, even for a few minutes, can cause inconvenience, delays and even danger to other road users.
It is the vehicle driver’s responsibility to check for signs or time plates indicating the days and hours restrictions that apply in the place where they have stopped, before leaving their vehicle parked.
Following these simple rules will help you to avoid receiving a Penalty Charge Notice, and do your bit for Devon by helping to keep traffic moving and reducing CO2 emissions:
