Travel Plans in Devon

'Switch' Campaign

To date successes for the "Switch" campaign include -

For Cyclists

  • The creation of a Bicycle Users Group (BUG);
  • The creation of a bicycle loan scheme (this is not yet interest free);
  • Purchase of pool bikes (in County Hall there are 6+1 folding, and 2 more on order);
  • Installation of bicycle lockers, open storage sheds and lockable storage sheds with CCTV surveillance (in County Hall there are 22 lockers, locked storage for x bicycles and other storage, including Sheffield stands for visitors, available for y bicycles);
  • Showers for male and female staff (ground floor, Lucombe House)
  • Improved lighting around the County Hall car parks;
  • Priority given to pedestrians and cyclists was agreed for County Hall campus but signs do not say "cyclists".

For Public Transport Users

  • Public transport operators' information exhibitions at County Hall;
  • Free bus passes donated by Stagecoach for business use on the Stagecoach network.

For Car Sharers

  • Car sharers' coffee club
  • Car sharers' intranet white board;
  • Car share information guide.

For Car Users

  • Car free days;
  • Support for Green Transport Week each year with a car free day and stress busting walks;
  • Guidance notes produced for managers on managing business travel to encourage meetings to be planned more efficiently, reducing the need to travel particularly by car when possible. A target has been set in the Travel Plan to reduce business mileage by 10% in each directorate by 2004;
  • Car exhaust emissions and tyre pressure testing, (organised for the public in the Exeter, Mid and East Devon areas as well as for staff at County Hall), to ensure cars run most efficiently when they do have to be used.

In addition, at the County Hall site, an extensive plan of physical works is underway which is providing footpaths where there were previously none, raised crossings to ensure cars slow down and signing to request pedestrians and cyclists are given greater priority through the site. Where existing crossings had a dropped kerb, these have been fitted with tactile paving. Also, a number of trees have been planted around the site bought with the contributions that car drivers made on a car free day when they had to drive on to the County Hall site.

There are approximately 50 members of the car sharers club, (staff can add themselves via the intranet at any time), and there are also individuals who car-share with other members of their families but do not arrive at County Hall with anyone else in the car.
