The Team
The Estuary House project is lead by Devon County Council and managed by a wide ranging project delivery team with representation from each of the 3 partners.
Project Sponsor (Tim Golby)- The Project Sponsor is ultimately responsible for ensuring that the project meets its objectives and delivers the projected benefits.
Project Manager (Lisa Barker)- The Project Manager is responsible for ensuring that the project as a whole produces the required products, outcomes and benefits, to the required standard of quality, and within the specified constraints of time and cost, running the project on a day-to-day basis. The Project Manager reports progress to Project Sponsor and Project Board on a monthly basis. The Project Manager also reports any changes to the programme, any increase in expected costs and any significant shortfalls between the original brief and expected outcome to the Project Sponsor.
Project Board - The Project Board is an appointed group responsible for providing governance to the Project Group including the provision of leadership, knowledge, skills and will make key decisions throughout the life of the project and will direct and monitor the progress of the project. Project Board meets monthly and the members of the group are:

Project Group - The Project Group is an appointed group whose members have particular areas of expertise and knowledge to assist in the delivery of the project’s objectives. Project Group meets fortnightly and the members of the group are:
- Wayne Mizen Countywide Business Manager Office Property (ACS, DCC)
- Steve Keable Infrastructure Manager (CYPS, DCC)
- Terry Grace General Manager for South Devon (DPT)
- Steve Kerridge Project Officer, (CYPS, DCC)
- Ron Powell Technical Projects Manager (DPT)
- Phil Povey Premises Officer (ACS, DCC)
- Martin Hutchings Project Manager (ICT, DCC)
- Pam Collins Infrastructure Manager, IM&T Team (ACS, DCC)
End User Groups – These appointed groups are responsible for representing the interests of those in receipt of the project products. This will be one of the main channels for disseminating and communicating information to and from other stakeholders. They will represent staff views and interests. Meetings will be held on a regular basis, linked to the project timetable and key milestones in the project.
This Group is in the process of being established.
IT, Trade Unions and Human Resources from each of the 3 partners will assist in the delivery of the project’s objectives by providing their expertise and knowledge where appropriate and many are members of the end user group.
