Objective 6: Enjoying and achieving

For all children and young people looked-after or in need

The results that we would expect: all of the children and young people in need have access to a range of inclusive, universal and specialist services that give them opportunities and skills to enjoy educational, creative, social and recreational activities.


Outcomes that would be seen and experienced:

  • Children and young people would feel encouraged to achieve their full creative potential.
  • Children and young people would be exposed to a wide range of creative and sporting opportunities and experiences.
  • Children and young people will have opportunities to celebrate their cultural, spiritual, family and ethnic origins and contribution.
  • Carers will have access to advice, information and resources to encourage and support children and young people in their interests.
  • DCC acts effectively as a corporate parent and implements as 'if this were my child'.
  • Children and young people with disabilities would be supported to be involved in sport or creative activity.

1. Fieldwork Teams

  • Ensure maximum use of PEPS and Pathway Plans to encourage high aspirations and improved outcomes
  • Ensure participation by children, young people and parents / carers in planning
  • Strengthen information exchange with schools, Connexions, youth services, sports and activities providers to ensure all staff are aware of opportunities available
  • Maximise use of LAC dowries and other funding (for example Princes Trust) to support activities and opportunities
  • Ensure support is available for kinship carers to encourage involvement in activities

2. Independent Review Unit

  • Monitor effective use of PEPS & Pathway Plans
  • Ensure children, young people and parents/carers are encouraged to focus on long term outcomes and high aspirations

3. Resources

  • Ensure support is available to carers and residential units to support participation in activities
  • Ensure support is available to adoptive parents to plan and encourage maximum outcomes for adopted children
  • Ensure children with disabilities and from minority ethnic backgrounds are encouraged and supported to participate in chosen activities

4. Business Resources / SACS

  • Ensure flexible payment, monitoring and reporting systems are in place to support individually tailored activities

  • Support and encouragement to aim high and develop interests.
  • Active corporate parenting by all levels of the council.
  • Flexible curriculum 14-16 which include extended work experience and vocational qualifications and pre e2e programmes for hardest to help.
  • Targeted support to raise aspirations (for example find and test out talents).
  • Allowing opportunities to involve and listen to the children and young people’s views.
