3.1 Carers (Children and Adults)

1. Achievements 2001- 2004 and Key Actions for 2004/05

What we have achieved through the Strategic Programme (2001-2004)

Actions to Improve Performance (2004 - 2005)

1. To improve information to carers

Implementation of the Care Direct service in Devon and "Carers Online". Carers Online to be further developed.
Commissioned joint agency information strategy. Carers' information packs developed. Communications and Public Information Unit to develop this work further.
County wide Young Carers Information Pack produced. Young carers web pages developed further in April 2003. Improved targeting of carers' information packs.
Multi-agency Better Care Higher Standards Charter developed. To agree a revised approach to the Charter resulting in publication of information on service standards in 2004/5. Charter to address Human Rights and Equalities legislation.

2. To develop services that will support carers

Review of consultative arrangements completed. Carers Service Development Officer post created.

Revision of networking and consultative arrangements.

Continue to develop the Training Strategy for carer involvement in conjunction with the six Devon Primary Care Trusts (PCTs.) (This is a new objective).

Moving and handling issues for carers being addressed with pilot project with Exeter Primary Care Trust (PCT.) Project and service development ongoing.
Joint approach to supporting carers agreed with the six Primary Care Trusts. Further develop the Devon Link Network in partnership with Health Agencies. Work with other agencies to improve hospital discharge systems and introduce a joint assessment framework will continue.

3. Developing services that will care for carers.

Development of carer-friendly employment policies commenced within the County Council. Human Resources Strategy to support carer employees  developed and fully implemented.
The review of carers' development workers and current funding and deployment of carer workers completed.   Strategy for cross-Divisional funding and provision of carers workers to be developed and implemented.
Development of services to support all carers. Operational Divisions assumed responsibility April 2003. Operational Divisions will develop clear commissioning strategies for carers support services by April 2004.
Develop Direct Payments for Carers (new objective.) Direct Payments Board to identify future infrastructure requirements to deliver this service and progress plans.
Project post created for new voucher scheme. Improve availability of voucher schemes for short term breaks. (This is a new objective.)

2. Medium Term Strategy to 2008

  • Full involvement of carers in the implementation of a public information strategy.
  • Work closely with carers and other agencies to develop a full range of services based on carers' expressed needs.
  • Each Division to monitor and develop its commissioning strategy in line with the joint agency strategy for carers.
  • To increase the involvement of black and minority ethnic groups in planning and reviewing services for carers.
