1.1 Ten key themes underpinning Government policy

Part 1 of the original Programme provided a policy backdrop for the rest of the document. The full scope and implications of Government policy for social care in Devon were distilled into ten overarching themes.

This section re-visits those themes, highlights recent policy developments, national and local, and identifies why the themes continue to be relevant to the Programme.
