A report was submitted to the Devon Supporting People Joint Commissioning Body on 19th March 2007, describing how accumulated non-recurrent Supporting People funds should be dealt with. A process was established for the evaluation of bids to undertake pilot projects, and criteria for evaluation were agreed.
Current providers of Supporting People funded services in Devon and other organisations with the skills and resources to undertake SP-related activity were invited to submit proposals to be funded from the non-recurrent spend “pot”. They were informed of the criteria against which proposals would be evaluated, including any available matched funding.
32 bids for funding were received and opened on 29th June 2007. The value of the bids totalled £1,532,499.
The bids were evaluated on 5th/6th July 2007, by a panel comprising officers from Devon County Council, District Councils, Health and Probation. The process was overseen by officers from DCC’s Procurement & Contracts and Finance teams.
Each bid was evaluated against Strategic Relevance. Those bids not eliminated at this stage were then evaluated against seven criteria as agreed by the Joint Commissioning Body. Bids which passed the first two stages were then considered in terms of their potential cost, and the availability of matched funding.
The bids which are recommended for approval are those which the evaluating officers considered to be strategically relevant, meeting the evaluating criteria, and at a reasonable cost with matched funding available where appropriate.
For each bid approved, Grant Conditions will be drawn up and agreed with the provider organisation. These will include requirements for information to be provided regarding progress of the pilot activity; for the identified matched funding to be secured and properly utilised; and for staged payment of the Grant dependant on evidenced progress.
