Supply Teaching
Specification of Work
Context
- The service provider will offer a comprehensive supply teacher service to all LEA primary, secondary and special schools in Devon .
Services to be Provided
Comprehensive package
The comprehensive package must include the following elements :
- maintain a register of qualified supply teachers.
- take requests from schools for a supply teacher and match that request against geographical area, subject or key stage and availability in order to identify a suitable teacher for a school;
- Provide service Term time: minimum 0800 – 1800 Mon-Fri, 1600 – 1800 Sunday
- provide an out of hours service and respond to messages within one hour when received during the aforementioned office hours or within one hour on the next available working day when received outside the aforementioned hours;
- provide access to a web site 24 hours a day 7 days a week if applicable;
- provide such management information to Devon’s Authorised Representative as may be reasonably required by Devon and at agreed intervals in an agreed format;
- undertake checks with, including but not limited to, the Criminal Records Bureau (“the CRB”), such checks of the CRB being enhanced checks, on teachers wishing to join the register and working at all times to relevant agreed standards.
- Undertake Qualification checks
- Undertake QTS checks
- Undertake Reference checks
- ensure that it has in place a mechanism for monitoring the quality of supply teachers and ensuring that teachers are not supplied to schools where there are reasonable and sufficient grounds to justify such action for example the poor quality of their teaching;
- ensure that it maintains a record of feedback from schools on the quality of the supply teachers provided and make such information available annually in aggregate report form to Devon’s Authorised Representative so that the outcome can be reported to the Schools Support Services Board;
- be responsible for maintaining and up-dating information on supply teachers including that relevant to the quality of the teaching provided by a teacher;
- respond to all requests for supply teachers politely, promptly and effectively;
- carry out a thorough search at all times to provide a suitable supply teacher and contact the school promptly if a teacher cannot be provided.
- consult with Devon through its Authorised Representative before making any alterations to its operating standards for supply teachers;
- suggest suitable policies and procedures, including “good practice” guidelines for the use of supply teachers in schools;
- provide an interview service where interviews are considered appropriate in order to accredit teachers.
- provide access to induction training or support for new teachers through the agency
- ensure that schools and teachers are aware of its complaints procedure. Respond to complaints about the service as directed by its written procedure a copy of which will be made available to Devon upon request.
- Provide supply teachers working in Devon schools with access to CPD events
- Co-operate with the LEA on all in child protection cases
- Liaise with the school re complaints over performance
- Comply with data protection legislation (including without limitation the Data Protection Act 1998) and its own internal policies,
- Give access to personnel files, without notice, so that Devon County Council can monitor that checks are being carried out to the required standards.

Statutory Requirements
- All school staff will have successfully gone through an enhanced Criminal Records Bureau check process.
- Qualification checks.
- Registered with General Teaching Council.
