About Asset Management Plans
Asset Management Plans (AMPs) are key elements in ensuring that Capital funding and existing assets are used as effectively and efficiently as possible in raising educational standards.
AMPs consist of three linked components:
- Condition - needs focus on the physical state of the premises to ensure safe and continuous operation as well as other issues involving building regulations and other non-educational statutory requirements. Lead responsibility of Devon Property.
- Suitability - needs focus on the quality of the premises to meet curriculum or management needs and other issues impacting on the role of the Local Education Authority and schools in raising educational standards. Responsibility of Schools/LEA.
- Sufficiency - needs focus on the quantity of and organisation of places within and across schools taking into account the demands of other services such as community use. Responsibility of LEA, Capital Strategy Team.
In addition the Local Education Authority is required by the Department for Education and Skills (DfES) to produce a Local Policy Statement (LPS) and Statement of Priorities (SOP).
The Local Policy Statement sets out the framework of respective roles, responsibilities and functions within which all elements of an Asset Management Plan would be developed working in consultation with all schools and interested stakeholders.
The Statement of Priorities identifies priorities derived from the AMP data and links with the LEA’s strategic priorities such as the School Development Plan and the School Organisation Plan. It also outlines the priorities arising from school premises surveys (condition and suitability) and identifies the basic principles underlying capital investment. The statement clearly shows the various funding sources and timescales for delivering the Capital Programme and specific LEA targets.
