Devon Music Service evaluation

Devon Music Service received a very positive report from an evaluation of the service organised by the Federation of Music Services in partnership with the Department for Children, Schools and Families (DCSF) MSEP programme in Autumn 2009.  Overall, DMS received several good and outstanding judgements, including outstanding personal development and breadth, access and participation.

‘Musical standards and progress in ensembles have remained high and comparable with the best national standards.’  Of particular note is the use of young musicians in senior ensembles as ambassadors, giving support and advice through mentoring younger players and performing outreach concerts.

One of the ensembles singled out for praise in the report is Devon Youth Jazz Orchestra, which the report describes as ‘exemplary’. ‘The high standards, innovative practice and personal development through DYJO ensembles is exemplary.’

The report pays tribute to the ‘outstanding’ leadership and management of the service: The service displays ‘excellent leadership, with a clear vision, and a strategy for realising that vision. The vision is based on a synthesis of personal values, understanding of emerging views of good practice nationally and a careful analysis of the needs of stakeholders,’ it says. The report concludes: ‘One of the reasons for its success is the service's approach of inspiring, empowering and supporting schools - and other practitioners - to deliver musical experiences.’

The report says that overall the service has a very good grasp of clients’ views and acts on these to improve and extend the service it offers.  ‘The service has very good systems for collecting and collating evidence from users.’ ‘The views expressed are overwhelmingly positive and supportive.’

The report also says: ‘The service is well aware of its strengths and weaknesses, and is working to build on strengths and address weaknesses. Projects delivered by the music service, or in partnership with other providers, are well monitored and pupils make good progress. There is an array of innovative and inspiring programmes which enthuse pupils and teachers alike.’
