Alternative Portfolio of Services to Schools

Recruitment Service

Outline of Work

Context

The service provider will offer all of the following modules, to all LEA primary, secondary and special schools:

  • Personnel Services
  • Wellbeing at work Services – Occupational Health and wellbeing services
  • Recruitment Services

Services to be Provided

The comprehensive package must include the following elements:

Personnel Services

  • Helpline support
  • Comprehensive set of, regularly updated HR policies and guidance.
  • Professional support, advice and guidance on the application of employment law and best practice.
  • Professional support, advice, guidance and / or delivery on all HR matters, including: Absence Management; Conduct and capability (including investigations); Grievance (including investigations); Change management; Pay grading and conditions of service; Redundancy.
  • School visits, including attendance at Governors’ meetings.
  • The provision of specialist training on Personnel issues.
  • Personnel audits.
  • Mediation and coaching.
  • Job evaluation (to VA & Foundation Schools)

Wellbeing at work

  • Pre-employment screening.
  • Pre-employment medicals.
  • Occupational Health Services and medicals whilst employed.
  • Advice and recommendations on sickness cases.
  • General health and medical queries helpline.
  • Wellbeing, counselling and health promotions services.
  • Storage and archiving of medical records.
  • Provision of annual health needs assessment.
  • GP / Consultant reports.

Recruitment Services

  • Access to a recruitment help-line.
  • Comprehensive Recruitment advice: to head teachers, governors and school-based staff on all matters relating to a recruitment and selection process, which includes all the relevant checks, working with Governors on the process, advice on drawing up JDs & PSs, application packs, writing an advert, media advice, advice on using recruitment agencies, interview techniques and assessment centres.
  • Recruitment Process Management: Training / briefing of interview panellists; Advertising process, placement of adverts in any media and in the DCC Jobs magazine; Response handling service to distribute, monitor and co-ordinate the entire application process, provision of media response; Management and administration of recruitment process; Provision of temporary office / admin / school administrator support through an agency format; Psychometric testing service offering a range of tests to aid the recruitment and selection process ranging from basic keyboard tests to ability tests and occupational personality questionnaires; bespoke service as required; Provision of relevant management information to DCC officers as requested.

Statutory requirements

  • All staff with unsupervised access to pupils must have successfully gone through an enhanced Criminal Records Bureau check process.
