Outline Of Work
Services to be provided:
The services to be provided will be at of one of two levels as detailed below. The first being offered to all Primary, Secondary and special schools in Devon that have chosen to self perform as regards the provision of Catering, Caretaking and Cleaning Services. The second being offered to those schools that have elected to provide Catering, Caretaking and Cleaning Services by the use of a commercial contractor.
Services to be provided to self performing schools
- Site monitoring visits to be undertaken to ensure standards and compliance with all legal matters. These visits are to include a full site inspection covering all aspects of service provision, are to involve the Headteacher or their nominated representative and will entail the provision of a full written report to the site detailing the findings and recommendations for improvements in service levels.
- Further site visits as requested by the Headteacher or their nominated representative.
- Provision of assistance prior to appointment of Kitchen Managers and Site Caretakers. This will include:
- Advice on Job Descriptions and Person Specifications.
- Advice on advertisement drafting
- Assistance in short listing of candidates.
- Advice on specialist questions and selection.
- Advice on Best Value and how to achieve this
- Support and advice is to be offered to Headteachers or their nominated representatives in dealing with staff judged to be under-performing.
- Specialist advice on Nutritional Standards, food safety and staffing levels (Catering)
- Provision of documentation to ensure compliance with relevant legislation ( Food Safety Act 1990, Health and Safety Act 1974 and Food in Schools ( England) 2000 Including all amendments
- Advice on service levels and strategies
- Advice on the purchase of catering and cleaning equipment
- Advice is to be offered on floor coverings and specialist treatments of flooring.
- A range of off site training opportunities is to be offered to all schools. These are to include:
- Health & Safety training, this may be offered in the form of a course or workbook.
- Manual handling training.
- Supervisory skills training
- Appraisal training (where applicable)
- Swimming pool training (where applicable)
- Legionella testing training
- Food Hygiene
- Basic Nutrition
- Practical craft skills
Services to be provided where the service is provided by commercial contractors
- Site monitoring visits to ensure standards and compliance with all legal matters. These visits are to include a full site inspection covering all aspects of service provision, are to involve the Head teacher or their nominated representative and will entail the provision of a full written report detailing the findings and recommendations for improvements in service levels
- Further site monitoring visits as may be required by the Headteacher or their nominated representative.
- Advice on preparation and letting of contracts
- Advice on Service choices and strategies
- Acting on Schools behalf to ensure Service Specifications are adhered to
- Advising on all technical and legal matters relating to the contract
- Provision of advice regarding floor coverings and specialist floor treatments not included in the Caretaking and Cleaning contract.
Additional services to be offered at a daily/hourly rate
- Provision of Nutritional analysis package
- Provision of marketing materials
- Kitchen and Dining Room planning and Design
- Time and Motion studies for staffing efficiencies
- Analysis of process flow and throughput to identify efficiencies
- Analyse effectiveness of service and recommend improvements
