ICT Strategy Plan 2006-2009

7. Organisation

7.1  CYPS ICT support is currently delivered through a ‘mixed economy’ model:

  • Schools, SIMS and Capita EMS are delivered by ScoMIS in CYPS.
  • Social care applications are delivered by the Social Care IS Team (SCIST) in Adult and Community Services Directorate.
  • Devon Children’s Trust is delivered jointly by SCIST and corporate ICT in the Finance, IT and Trading Directorate.
  • In-house applications, infrastructure and desktop are delivered by corporate ICT.
  • Content management is delivered by Communication and Information management team in CYPS.
  • Corporate systems are delivered by teams within support service directorates.

7.2 The model has evolved over time, re-shaping and growing each time new requirements or organisational changes have come up. The model is working at the moment, bearing in mind the need to not dilute knowledge and skills, bit it may not be the most effective and efficient solution in the medium to long term.

7.3 Implementing the Corporate ICT Strategy will mean a review of the corporate ICT support organisation – this is planned to start Q4 2006. There will be an emphasis on evolving into a best practice and expert client role model. Each service or function will be reviewed against a smart-sourcing matrix to work out the appropriate solution.

7.4 CYPS should adopt this approach for working out the best-fit solution for delivering ICT strategies and services, co-ordinating the work with the corporate ICT review.
