1.1 There is significant change in the delivery of council services, influenced by the national priorities (the Children Act 2004) and local priorities (Our Devon Strategic Plan). A new directorate, Children and Young People’s Services (CYPS), has been developed from elements of the Education, Arts and Libraries and Social Services directorates to secure positive outcomes for children and young people in Devon.

1.2 Foundations are being laid for the new service with Children and Young People’s Plan (CYPP), Devon Vision for Learning, Raising Achievement Plan (RAP), Integrated Options Project Board, the CYPS Business Plan and the CYPS Workforce Strategy. Another cornerstone will be the refreshed Corporate ICT Strategy which will clearly show the contribution ICT can make to ensure that the service achieves its vision and goals.
