Annual Performance Assessment of Devon County Council Children's Services: May 2005
Self-assessment by the Council

2005 sees the first annual performance assessment by the Commission for Social Care Inspection (CSCI) and the Office for Standards in Education (Ofsted) of Devon County Council's children's services under the new joint inspection framework.

Ratings will be made on the overall contribution which these services make to the five "Every Child Matters" outcomes for children and young people. These ratings will be based on separate judgements on the contributions of the Council's education and children's social care functions, and on the Council's capacity to improve. The ratings will form part of the CPA assessment of the Council as a whole later in 2005.

Annual performance assessment will be based on:

  • performance indicators
  • evidence drawn from inspections of schools and services,

each analysed by CSCI, Ofsted and the Audit Commission, and

  • a self-assessment submitted by Devon County Council.

The Council's self-assessment follows. The purpose of the self-assessment is to provide inspectors with the Council's view of the following:

  • the overall performance of services for children and young people
  • how far current priorities for action are founded on an analysis of need
  • current overall outcomes for children and young people, the contribution of local services and the impact they are making on these outcomes
  • how service management and the use of resources are improving outcomes for children and young people
  • the effectiveness with which services work together and with children and young people and carers.
