Statement of Community Involvement

A key principle of the Planning and Compulsory Purchase Act 2004 is the involvement of all the community in the planning system.  When adopted, the Devon Statement of Community Involvement (SCI) will clearly set out how the County Council will involve the community and stakeholders during the preparation and revision of the Minerals and Waste Development Framework (MWDF) and in the determination of planning applications for minerals and waste development and the County Council's own developments.

The Submission Draft SCI was formally submitted to the Secretary of State on 30 April 2007, and the document was made available for public consultation for a statutory 6 week period until 11 June 2007.  Over 1,200 organisations, businesses and individuals were consulted, and a total of 20 organisations and individuals made written representations (including the Environment Agency, County and District Councils, Dartmoor National Park Authority, Parish and Town Councils, District and Parish Councillors, Devon Karst Research Society, Devon RIGS Group, along with other organisations and individuals).

An independent examination of the SCI was carried out by an appointed Inspector [Mary Travers BA (Hons) DipTP MRTPI] (a) to ensure that the SCI satisfies the requirements of the relevant sections of the Act, in particular that its preparation has accorded with the Minerals and Waste Development Scheme, and (b) to assess whether the SCI is sound.  Although the majority of objections were considered by written representation, a public hearing was requested by Farringdon Parish Council, and this was duly held at Exeter Guildhall on Tuesday 25 September 2007.  The binding Inspector’s report on the SCI was issued on 4 October 2007, which concluded that, subject to the implementation of the recommendations contained therein, the SCI is determined to be “sound”.  The majority of the Inspector’s recommendations reflected amendments suggested by the County Council in response to the representations received during the submission consultation.  At the hearing the Inspector agreed an additional schedule of changes to remove text that would be redundant upon adoption, to correct typographical errors, to provide factual updating.

The SCI was adopted by the County Council at its meeting on 13 December 2007.  This adoption will enable the promotion of effective community involvement with regard to the Council’s planning responsibilities and contribute to sustainable development.
